- In 1989, he became the secretary-general of the Janata Dal in 1989

- He became the general secretary of Janata Dal in 1991
- In 1991, he was re-elected to the Lok Sabha and this time, he served as a member of the Railway Convention Committee and as the chairman of the Committee on Agriculture
- Kumar got a third term in Lok Sabha which began in 1996. In his third term, he was a member of the General Purposes Committee, Joint Committee on the Constitution, Committee on Defence and the Committee on Estimates
- He returned for a fourth term in the Lok Sabha in 1998 and served as the Union Cabinet Minister for Railways and Union Cabinet Minister for Surface Transport (additional charge)
- Kumar was also elected to the 13th Lok Sabha in 1999. During his fifth term, he was the Union Minister for Surface Transport and Union Minister of Agriculture
- In 2000, Kumar was elected as the Chief Minister of Bihar for the first time. His first term lasted only for a week
- He then became the Union Minister of Agriculture in May 2000 and the Union Minister of Railways in July 2001
