The UK's popular Graduate Route, a post-study work scheme for international students, remains safe for now. The government, in a recent announcement, stated it will keep the scheme "under review" while introducing measures to curb student visas as part of efforts to prevent misuse as a "gateway to immigration".

These measures come in the wake of a 10% drop in net migration, reported by the Office for National Statistics (ONS). This decrease was welcomed by British Prime Minister Rishi Sunak as he began his campaign for the upcoming general election on July 4. Curbing migration, both legal and illegal, is a key priority for Sunak as he seeks voter support.

"Since I became Prime Minister, net migration has fallen by 10 per cent. The plan is working. Let's stick with it," Sunak said.


The Home Office highlighted that the recent ONS figures do not reflect the stricter visa rules on family dependents implemented earlier this year, which have already led to a 25% reduction in visa applications.

New regulations will target the recruitment of international students, aiming to eliminate "rogue recruitment agents" who exploit the system. Universities will be required to adhere to a strict framework for agents. Additionally, tougher compliance standards will be enforced, potentially revoking sponsor licenses from institutions that fail to ensure their international students pass visa checks, enroll, or complete their courses.

"Applications are already falling sharply... but we must go further to make sure our immigration routes aren't abused. That's why we are cracking down on rogue international agents and, building on work across government, to ensure international students are coming here to study, not work," stated UK Home Secretary James Cleverly.

The Home Office also noted concerns raised by the independent Migration Advisory Committee (MAC) about rogue agents exploiting the system, with poor practices leading to international students being "mis-sold" UK higher education. Immediate action is deemed necessary as students on the student route transition to the Graduate Route. Furthermore, there are concerns that the scheme isn't attracting high earners who significantly contribute to the economy, based on a tax department analysis.

"New proposals will further crack down on student visas, ensuring only genuine students can come to the UK; [Graduate] Route will be kept under review," the Home Office added.

This decision implies that the Graduate Route will remain unchanged at least until the upcoming election, after which the new government will determine its future.

"We are absolutely delighted and very relieved that the UK government has taken the right decision to keep the Graduate Route as this is critical for Indian students. We are very pleased also that the focus will instead be on regulating agents," said Sanam Arora, Chair of the National Indian Students and Alumni Union (NISAU) UK.

"There's a lot of late-night cheering happening here in India, and I'm sure in many other parts of the world, from students who simply want to study at world-class institutions, grow in dynamic multicultural settings, and contribute to British society," He added, "Hopefully, the uncertainty is behind us now. The extensive thought and debate leading to Rishi Sunak's decision speaks volumes. Game on!" Akshay Chaturvedi, Founder & CEO of Leverage.biz, said in a post on X.

Other proposed measures include raising financial maintenance requirements for international students to prove their financial self-sufficiency. The government is also reviewing English language assessments to ensure international students possess the necessary skills to understand their coursework. Restrictions on remote learning will mandate that overseas students primarily undertake face-to-face courses.

These proposals are part of the Sunak-led government's broader plan to reduce legal migration, potentially preventing 300,000 individuals who arrived last year from entering under the new rules.
