BJP issuing ads in violation of model code of conduct: Congress
In its complaint to EC, Congress claimed there is "no provision" for a Vision Document nor it has been provided under the model code.

The party said that as BJP has decided against coming out with an election manifesto, it is "not entitled to issue any advertisement or make any promise being party in power at the Centre contrary to the model code of conduct".

The Congress referred to the provisions of the Model Code and Supreme court directions regarding poll code and political advertisements to support its complaint.
