Prime Minister Narendra Modi targeted the Congress with "instability, corruption and scam" and told voters in Himachal Pradesh that it would hamper development if elected to power.

Prime Minister Narendra Modi on Wednesday linked the Congress with "instability, corruption and scam" and told voters in Himachal Pradesh that it would hamper development if elected to power.

Addressing a rally in Kangra district, PM Modi said that Himachal Pradesh needs a stable and strong government of "double engine" - his reference to having BJP governments both in the Centre and the State.

During his campaign in Kangra, which has the largest number of assembly seats in the state, Modi accused the Congress of "betraying" the state when it was in power.

All the 68 seats in Himachal Pradesh go to the polls on November 12 and votes will be counted on December 8.

Modi pointed out that the Congress is left with power in only two states- Rajasthan and Chhattisgarh - and that many states Tamil Nadu, Bihar, Uttar Pradesh and West Bengal have not elected it to power for decades.

Asking the crowd if they have ever heard of the Congress making news for development, he said the only things that come out of the party are reports of internal feuds.

The BJP is identified by people with good governance and pro-poor policies and that is why it is elected to power again and again, he said.

In the last elections in 2017, the BJP won 44 seats and the Congress won 21 seats.
