The Bihar Assembly Election 2025 has reached its concluding stage, with the second and final phase of voting wrapping up on November 11. This year’s election has been one of the most closely observed in the state, as voters across 122 constituencies in 20 districts headed to the polls.

As per the Election Commission of India (ECI) website, counting of votes and the release of initial trends for the Bihar Elections 2025 will begin at 8:00 AM on Friday, November 14, 2025, with the final results likely to be announced by the evening.

Bihar Assembly Elections 2025: Step-by-Step Vote Counting Process

  • Opening of Strong Rooms: On counting day, strong rooms containing EVMs are opened in the presence of election officials, observers, and representatives of political parties.
  • Postal Ballot Counting: Counting starts with postal ballots, which include votes from:
1. Service voters

2. Polling officers
3. Senior citizens
4. PwD voters
  • Counting of EVM Votes: After postal ballots, votes polled through EVMs are counted. EVMs are opened one by one and results are noted from the control unit.
  • VVPAT Verification: VVPAT slips from five randomly selected polling stations in each Assembly constituency are counted and matched with EVM results.
  • Final Tally and Declaration: Once all counting rounds are finished, the final votes are added up and verified. The Returning Officer then prepares the official result sheet, ensuring all figures are accurate. After the document is approved, the winning candidate is formally declared.

Bihar Elections: Security Arrangements in Place

Counting will be conducted by 243 returning officers (ROs) in the presence of 243 counting observers and the candidates or their agents. As many as 4,372 counting tables staffed with one counting supervisor, counting assistant and micro-observer at each table have been set up, the poll authority said. More than 18,000 counting agents appointed by the candidates will also oversee the counting process, it pointed out.
