President Donald Trump is sending $500 ACA 'refund' checks to eligible Americans, and the payments are arriving with a personalized letter carrying his signature. The message tells recipients that the money belongs to them and highlights the administration’s approach to health care spending. "I am proud to return your money to you," Trump says in the letter. The refunds are connected to Affordable Care Act (ACA) funds, with eligible recipients receiving the payment directly along with the letter. The timing of the payments are roughly a month before the November midterm elections in which Republicans are trailing Democrats in national polls.

Almost one million Americans will receive their share of $500 in refund checks as the Trump administration rolls out refunds linked to health insurance plans of ACA. As reported by CNBC, citing an official of the administration, more than 950,000 Americans in 30 states will be getting the refunds.

WHO'S ELIGIBLE FOR THE ACA REFUNDS

According to the news outlet, the payments are going to eligible consumers in states that rely on the federal ACA health insurance exchange. States operating their own insurance marketplaces are not included in this round of refunds. Households with more than one eligible individual could receive multiple $500 payments.

Along with the money, recipients are being sent a letter from President Donald Trump dated September 30. Mailing of the letters is scheduled to begin Thursday.

"For years, the Biden Administration overcharged you to fund the operation of HealthCare.gov. That money belongs to hard-working Americans, not the Government, and now, I am returning it to you!" Trump begins the letter.

President Trump first made the announcement regarding the refund payments back in September when he said that ACA consumers were previously being overcharged and that the excess money should be refunded back to the consumers who were paying the premiums.

These refunds are issued in light of the fact that there are almost 19.2 million Americans who were covered under the ACA marketplace as of February 2026, as reported by the US Department of Health and Human Services.

WHICH STATES ARE GETTING ACA REFUNDS

According to CNBC, the 30 states that will receive the ACA refunds are: Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming.
