What New Zealand visa fees, levies and refunds mean for applicants

Most visa applicants to New Zealand are required to pay an application fee and, in some cases, additional levies, according to official immigration guidance. The fee structure depends on the type of visa, the applicant’s country of citizenship and their current location, with limited provisions for waivers and refunds.

The visa application fee is a mandatory charge for processing applications and is generally non-refundable, even if the application is declined. Authorities state that this fee covers the cost of assessing each application.

How visa costs are determined

Applicants must check the applicable fee using the official tool that outlines costs, processing times and where to apply. The total amount payable can vary based on visa category and individual circumstances.


In addition to the base fee, some applicants may be required to pay an immigration levy. This levy applies to certain residence and temporary visa categories and is charged per application. For group visitor visas, the levy is charged per person.

International visitor levy explained

Most international travellers are also required to pay the International Visitor Conservation and Tourism Levy (IVL), set at NZ $100. This levy is paid at the time of submitting a visa application or requesting a New Zealand Electronic Travel Authority (NZeTA).

Authorities have clarified that the IVL is also non-refundable, even if a visa application is unsuccessful.

Who is exempt from visa fees

Some categories of applicants are exempt from paying visa application fees and levies. These include refugees, refugee claimants and protected persons. Victims of family violence are also not required to pay these charges.

Additionally, New Zealand has agreements with certain countries that allow their citizens to apply for visas without paying an application fee in specific cases.
