Noida Protests: Why workers are up in arms
Protests that began about a week ago in Noida have now extended to Greater Noida. On Monday, thousands of workers staged demonstrations across industrial areas. A similar protest was held on Saturday, when workers from factories in the Ecotech area gathered and attempted to block roads.Police intervened, leading to an argument between workers and officials. During the protest, firing was reported and a woman worker from Bihar sustained bullet injuries. She was admitted to a hospital after being hit by two bullets.
Noida administration appeals for calm
District Magistrate Medha Rupam has appealed to workers to maintain peace and law and order. She said a district-level control room has been set up to address workers’ grievances.Workers can report issues related to wages and other concerns on helpline numbers 0120-2978231, 0120-2978232, 0120-2978862 and 0120-2978702. Officials said complaints received at the control room will be resolved quickly.
The administration said a woman was injured in suspicious circumstances during the unrest and added that all aspects of the incident are under investigation. Action will be taken after the inquiry.
What is the dispute?
The protests are led by workers from garment export units in the Hosiery Complex, who are demanding higher wages. Exporter and industry representative Lalit Thakural said some external elements are trying to disrupt the situation. He added that efforts are being made to explain the situation to workers and that more than 80% have understood the discussions. He said most demands have been accepted and wage revision will be implemented as per government orders. He also urged workers not to believe rumours.
Despite this, the protests have intensified, with workers from companies in both Noida and Greater Noida joining the demonstrations.
Demand for Haryana-level wages
Workers have demanded wages on the lines of Haryana, where minimum monthly wages were recently increased from Rs 14,000 to Rs 19,000. In comparison, minimum wages in Uttar Pradesh remain around Rs 13,000.This gap has become a key reason for the unrest. Workers have put up banners outside factories demanding similar wage structures as seen in Manesar, Haryana. Industrial units in Noida are yet to agree to such a revision, leading to a prolonged dispute.
Relief measures announced by Noida administration
After two days of protests, the administration announced several measures following a joint meeting at the Noida Authority office. Senior officials from the district administration, police and labour department attended the meeting. The administration has made weekly offs mandatory for all workers. It said workers must be paid double wages for overtime and for working on weekly holidays. Factories have also been directed to pay annual bonuses before November 30 and ensure salaries are disbursed by the 10th of every month.
Officials said a formal complaints system will be set up, including a committee led by a woman to handle harassment cases. Factories have also been asked to provide medical cover, ensure workplace safety and treat workers with dignity.
Government working on labour reforms
Principal Secretary MKS Sundaram said the state government is revising labour laws to strengthen provisions on minimum wages, timely payments, equal pay, overtime compensation, working hours and social security benefits such as EPF and ESI.The administration has also ordered regular inspections of industrial units and asked officials to maintain dialogue between workers and management to resolve disputes early.
Industry response and concerns
Vipin Malhan, president of Noida Entrepreneurs Association, said the protests are linked to Haryana’s wage increase. He cautioned that a sharp rise in wages could put pressure on industry, especially after losses during Covid and disruptions linked to the West Asia conflict. He said industry will comply with government rules but flagged concerns about financial strain.
2013 Noida unrest recalled
The current protests have revived memories of 2013, when workers in the Hosiery Complex staged large-scale protests over wage issues. At that time, violence led to damage in industrial units and incidents of arson and theft.Authorities have now increased vigilance. Police Commissioner Laxmi Singh has directed officials to maintain strict law and order in industrial areas and take action against those spreading disorder or rumours.
Noida and Greater Noida together employ over 10 lakh workers across sectors such as electronics, textiles, automobiles, logistics and mobile manufacturing. The administration said it is working to restore normalcy while addressing workers’ concerns.
