West Bengal election manifesto: Rs 1,500 vs Rs 3,000 jobless benefit, 7th Pay Commission, how BJP plans to unseat TMC, Didi

Ahead of a high-voltage electoral showdown in West Bengal, the Bharatiya Janata Party on Friday rolled out its manifesto, launching a sharp attack against Mamata Banerjee’s Trinamool Congress as it made an aggressive pitch to woo women and youth voters.

A tone for a fierce battle is now set as political heavyweights lock horns in a contest that could reshape the state’s future. Voting will take place in two phases on April 23 and 29, with the counting of votes slated for May 4. The state’s 294-seat Assembly stands at the centre of this high-stakes fight.

To counter TMC who has been in power for 15 years, the BJP promised a hardline stand on infiltration, Rs 3,000 monthly assistance for every woman and unemployed youth and setting up the Seventh Pay Commission for state employees within 45 days of assuming power in West Bengal following the Assembly polls. Amit Shah, while launching the poll blueprint, launched a blistering attack on the incumbent Mamata Banerjee government, alleging that the last 15 years of Trinamool Congress rule had been a "nightmare" for the people of the state.

What has BJP promised?

• Rs 3,000 per month to every woman, to be transferred between the 1st and 5th of each month
• Rs 3,000 monthly assistance for graduate youth to prepare for jobs
• Free travel for women in government-operated buses
• Implementation of the 7th Pay Commission within 45 days
• Chief minister’s health scheme in Bengal to be integrated with Centre's Ayushman Bharat for free medical treatment to poor
• Development of an industrial park in Singur
• Four new townships to be developed in Bengal to unlock future growth potential
• Dearness Allowance (DA) for all government employees and pensioners
• 33 pc quota for women in all Bengal govt jobs, including in police force
• Free cancer screening for women
• Under PM Kisan scheme, Bengal to contribute Rs 3,000 in addition to Centre's Rs 6,000 annual aid to farmers if BJP wins
• Uniform Civil Code to be implemented within six months

What did TMC promise?

• Lakshmider Joy, Swanirbharata Akshay: Monthly Rs 500 increase in Lakshmir Bhandar- Rs 1500 for general women (Rs 18,000 annually) and Rs 1700 for SC/ST women (Rs 20,400 annually)
• Yubader Pashe, Jibikar Aswase: Monthly financial support of Rs 1,500 (Rs 18,000 annually) under Banglar Yuba-Sathi to unemployed youth
• Budget-e Krishi, Krishaker Hashi: A Rs 30,000 crore Agri-Budget for continued assistance to farm families, financial assistance to landless farmers and holistic upgradation of the sector
• Nishchit Basasthan, Chintar Abashan: Ensure that every family in Bengal has a pucca home
• Ghore Ghore Nal, Porisruto Paniyo Jal: Mission to provide piped drinking water to every household in Bengal
• Suswasthyer Adhikar, Banglar Sobar: Annual Duare Chikitsa camps in every block/town for effective doorstep delivery of healthcare
• Shikshai Sampad, Bhabishyat Nirapad: Holistic infrastructural upgradation of all Government schools under Banglar Shikshayatan
• Purber Banijjyer Kandari, Bangla-i Dishari:Bengal to become the Gateway of trade for Eastern India with world-class logistics, ports, trade infrastructure and a state-of-the-art Global Trade Centre.
• Prabeender Pashe, Jotner Aswase: Strive to ensure uninterrupted Old Age Pension support for all existing beneficiaries while gradually extending the safety net of the pension to all eligible senior citizens
• Prashasonik Subiday, Notun Diganta Banglay: Establish 7 new districts; expand the number of Urban Local Bodies through a holistic geographical reorganisation.

7th Pay Commission promise by PM Modi

The BJP on Friday in its manifesto promised the implementation of the 7th Pay Commission, while assuring the establishment of trustful atmosphere, which will restore faith in the rule of law. The poll promise came at a time when buzz around the 8^th Central Pay Commission (8^th CPC) is already high. Over 1 crore central government employees and pensioners have eagerly been waiting for 8^th CPC recommendation implementation, which may take more than a year.

The promise comes as states like West Bengal and Punjab are still following 6th Pay Commission. In Kerala, it is the 11th Pay Commission going on, while in Karnataka and Assam, the pay commission is the same as in Centre (7^th).
