Days ahead of the assembly polls in Rajasthan, the Congress on Tuesday released its manifesto with a liberal dole-out of populist measures --10 lakh jobs, a law for ensuring MSP for farmers and undertaking a caste survey.

Congress president Mallikarjun Kharge, along with chief minister Ashok Gehlot, and former deputy chief minister Sachin Pilot were among those who released the 'Jan Ghoshna Patra' at the state party office here.

The party said it is committed to enacting a specific law to implement the Minimum Support Price (MSP) named the Minimum Support Price Guarantee Act, following the Swaminathan Committee's recommendations.

The manifesto promises ₹2 lakh interest-free loan to farmers and free education in private institutions after introducing the RTE law.

The Congress also promised to double the insurance sum under the flagship Chiranjeevi health insurance from ₹25 lakh to ₹50 lakh; 10 lakh jobs in the next five years, including 4 lakh government jobs; as well as CCTV cameras in public places for women's safety.

The manifesto also proposes bringing the Vidhan Parishad to Rajasthan and "stringent legal measures on hate speech" and at the same time constituting reconciliation and camaraderie committees at the district level to address hatred and enmity between communities.

Chief Minister Gehlot, after releasing the manifesto, said that his government aims to achieve the number-one position in per capita income in the country.

"...The way in which we have managed the financial situation of Rajasthan, the people of Rajasthan will feel proud about it... The per capita income has increased by 46.48% in Rajasthan. Till 2030, it is our dream to achieve the number-one position in per capita income," Gehlot said.

After the release of the manifesto, Kharge said the Congress makes only those promises which it can fulfil and claimed that the Congress government fulfilled 95% of the promises made in its last manifesto for the state.
