The case has been registered against Krishna Mohan, a probationary Sub-Inspector posted at a police station in Thiruvananthapuram, along with two others.
According to police, the complainant is Sreelal Chandrasekharan, Station House Officer of Koduman police station.
The incident occurred on April 4 evening when Modi addressed an election rally at the Municipal Stadium in Thiruvalla.
Chandrasekharan and his team were deployed at the entrance of the stadium to regulate entry to the venue.
Police said Mohan, who was not on duty, arrived at the venue along with two others. They were stopped by the SHO and his team, following which Mohan allegedly insisted on entering the venue. When entry was denied, a scuffle broke out.
Police said Mohan allegedly manhandled Chandrasekharan and tore the badge from his uniform.
Thiruvalla police have registered a case and initiated a detailed probe into the incident.
A report has also been submitted to senior officials, and an internal inquiry is underway, police added.
