What was Peter really investigating, and who is the broker?
The season begins with Peter tracking Jay Batra, a FinCEN analyst accused of murder and leaking classified information. But what appears to be a simple manhunt quickly turns into something much bigger. Jay had uncovered suspicious financial transactions involving American shell companies and a crypto wallet allegedly tied to terrorist Raul Zapata and his organisation, the L.F.S.As Peter digs deeper, one name keeps surfacing: intelligence broker Jacob Monroe. Monroe has operated in the shadows for years, manipulating governments and profiting from secrets. At first, it seems he may have funded the terror attack. However, the truth is more complex.
Jacob did have connections to the financial network, but the money laundering trail ultimately led to Walcott Capital and a larger political scandal. Even more shocking is the involvement of President Richard Hagan and First Lady Jenny Hagan. Through illegal campaign funding and access to confidential intelligence briefings, Monroe had gained leverage at the highest levels of power.
Before he can fully testify, the broker is killed on presidential orders. Adam, Peter’s assigned partner and a loyal soldier, stages the death as a suicide. The move exposes how far the corruption goes. So yes, Peter does uncover who the broker is and reveals layers of government secrets, but not without cost.
Did justice win, and what does this mean for Season 4?
The key to exposing everything lies in the “Monroe Drive,” an encrypted archive Jacob Monroe created as insurance. With Jay’s help, Isabel unlocks it using a personal book cipher tied to her childhood. Inside are financial records, messages and proof linking powerful figures to illegal operations.Isabel takes the evidence public. A banker involved in the laundering scheme confesses on record, directly implicating the president and first lady. However, in a controversial twist, President Hagan pardons himself and his wife before legal consequences can fully unfold. While the scandal becomes public knowledge, true accountability remains questionable.
Peter, shaken by betrayal and the loss of his mentor Catherine, decides he needs balance. In the final moments, he tells Deputy Director Mosley that he wants to step away from Night Action for a while. The decision shows growth; he now understands that loyalty to principles matters more than blind loyalty to systems.
But the door is far from closed. Mosley hints at a potential new partner for Peter, clearly setting the stage for Season 4. Creator Shawn Ryan has suggested that the next chapter will push Peter even further, especially now that he sees the dangers of corruption within the institutions he serves.
