8th Pay Commission fitment factor: What did government say on meetings, employee consultations and timeline?

In response to a question in the Rajya Sabha, the government shared an important update on the functioning of the 8th Central Pay Commission (CPC). The questions covered the number of meetings held, consultations with employee unions, demands related to the fitment factor and the likely timeline for submission of the Commission's report.

A Rajya Sabha question asked whether employee unions had demanded increasing the number of family units considered while calculating the fitment factor from three to five by including employees' parents. However, the government did not respond to the demand itself. Instead, it said the 8th Pay Commission functions independently under its notified Terms of Reference.

The government neither confirmed nor rejected whether such a proposal is under consideration. It stated that the Commission's Terms of Reference do not require it to keep the government informed about the recommendations being examined or the consultation process while it is carrying out its deliberations.

The government did not reveal how many meetings the 8th Pay Commission has held or which employee unions have been consulted so far. According to the official reply, the Commission is free to determine its own procedure, and its Terms of Reference do not require it to share such details with the government during its work.

The Rajya Sabha question specifically asked whether employee unions had sought to include employees' parents while determining family units for determining the fitment factor. The government did not provide any clarification on this proposal and reiterated only that the Commission is not required to keep it informed about ongoing consultations or recommendations.

The government clarified that, under the Resolution dated November 3, 2025, the 8th Central Pay Commission is expected to submit its recommendations within 18 months of the date of its constitution. No separate or revised deadline was announced in the Rajya Sabha reply.
