In February 1969, four American scientists climbed into a metal capsule resting on the ocean floor. They planned to stay there for 60 days straight, longer than anyone had lived underwater before. According to the official record from the Naval History and Heritage Command, the mission, called Project Tektite I, was built jointly by the U.S. Navy, NASA, the Department of the Interior, and General Electric. It happened off the coast of the U.S. Virgin Islands, and more than fifty years later, it still shapes how scientists think about living in extreme, isolated places.
A race that was not just about the moon
Apollo missions made headlines every few months, and the late 1960s were captivated by space. But a quieter race was happening underwater too. According to the same record, the Navy's SEALAB II project had already shown, in 1965, that trained Navy divers could live in a submerged habitat for up to a month. The next question was whether civilian scientists, not military divers, could last even longer and still do useful work. That is what the Department of the Interior and NASA set out to test, with General Electric brought in to design and build the habitat.

Before any scientist could move in, the habitat had to reach the bottom of Great Lameshur Bay near St. John. That job fell to Navy Seabee divers. Engineers used a modified floating steel platform, normally used for wharfs and piers, fitted with pilings and winches, and slowly jacked the habitat down to the seafloor. It took about two and a half weeks, from late January to mid-February 1969, with anchors placed within an inch of their planned spots.
Life inside two steel silos
The finished habitat looked like two large steel cylinders standing side by side, joined by a short tunnel, sitting roughly 50 feet below the surface. Four aquanauts moved in on February 15, 1969: Ed Clifton, Conrad Mahnken, Richard Waller, and John VanDerwalker, all scientists from the Department of the Interior. Inside, they had bunks, a small kitchen, a bathroom, and enough gear to run experiments and stay in touch with the surface team above. Their bodies stayed saturated with the gases they breathed at that depth, a method called saturation diving, which meant they did not need to decompress every time they went out for a swim. That let them spend far more hours in open water than any diver before them.
What the four scientists actually studied
This was not a vacation. The team spent their days studying coral reefs, fish behavior, and creatures such as the spiny lobster, right outside their front door. Because they lived underwater instead of diving in and surfacing again, they could observe marine life around the clock, including overnight, something almost impossible to do from a boat. According to the 1970 paper titled ‘Tektite 1, man-in-the-sea project: Marine Science Program’ published in the journal Science by the Tektite I scientists themselves, the extended stay gave them research time in the water that no earlier diving program had matched. The paper also notes that the main health issue reported during the two months was a minor ear infection among the divers.
Coming back up took almost a full day
After 60 days below the surface, the team could not simply swim up and climb out. Their bodies were saturated with nitrogen, and surfacing too quickly would have caused decompression sickness, also known as the bends. Working out safe ways to bring aquanauts back from this kind of extended saturation dive was itself a subject of research.

Why this quiet ocean experiment still matters
Project Tektite I did not get the same headlines as the moon landing that same year, but its impact stuck around. The program continued the following year as Tektite II, which included the world's first all-female team of aquanauts, led by marine biologist Sylvia Earle. NASA's involvement was not accidental either. Watching how a small team handled two months of isolation and confined quarters gave researchers data that may have informed thinking about longer space missions, including later programs like the International Space Station.
For four scientists in 1969, two months in a steel capsule on the seafloor was more than just an endurance test. It helped show that people could live and work in extreme, isolated environments for extended stretches, whether under the ocean or, one day, far above it.
