Picture this: it's 1949, and Australia can't keep the lights on. Factories are stalling. Homes are rationing electricity. The country just fought a world war and needs to modernize fast.

So the government does something wild. It decides to grab rivers flowing toward the ocean, punch tunnels through mountains, and send that water the other way, inland, through turbines, to power the whole east coast. According to the American Society of Civil Engineers, the plan was modeled on America's own Tennessee Valley Authority, and it became the largest construction project Australia has ever seen.

That's the Snowy Mountains Hydro-Electric Scheme.


The plan: reverse a river's entire direction
The Snowy Mountains sit in southeastern Australia, and they feed some of the country's biggest rivers. Engineers realized that instead of letting all that snowmelt run out to sea, they could dam it, tunnel it through the mountains, and drop it through power stations on the way down. Then the same water would keep going, out to dry farmland that desperately needed irrigation.

On October 17, 1949, Governor-General Sir William McKell, Prime Minister Ben Chifley, and Chief Engineer William Hudson stood together in a small town called Adaminaby and fired the first blast. Chifley called it a plan "for the whole nation," and he wasn't exaggerating. The scheme officially opened in 1972, though crews kept working until 1974, twenty-five years after that first blast.

Building it took the whole world, not just one country
One detail that stands out today is this: Australia didn't have nearly enough workers or engineers to build this alone. So it recruited from refugee camps and war-torn towns across Europe.

More than 100,000 people ended up working on the Snowy between 1949 and 1974, and roughly two-thirds of them came from over 30 different countries. Germans worked next to Italians. Norwegians worked next to Australians. Many of these men had been on opposite sides of the war just a few years earlier.

A recent academic study in the journal Landscape Research looked closely at this side of the story. According to a study titled ‘Migrant heritage, domesticity, and transnational prefabrication: Snowy Hydro project (1949–1974)’ by Anoma Pieris and her co-authors, the Snowy project became a genuine testing ground for migrant labor and multicultural community life in Australia, shaping how new arrivals built homes, routines, and identity far from everything they knew.

The paper says the scheme was not just an engineering project but a social one too: it uses the 1949–74 Snowy as a lens on place-making and domesticity, tracing how migrant workers turned transience into routine through everyday practices and prefabricated housing. It also draws on the 2022–23 “Immigrant Networks” exhibition and crosses Construction History, Heritage Studies and Architectural History to show how architecture staged migrant life as well as labor.

For a lot of these workers, the Snowy wasn't just a job. It became the reason they stayed in Australia for good.

Numbers that still sound made up
By 1974, the Snowy Scheme included: sixteen dams, seven power stations, 145 kilometers, about 90 miles, of tunnels, mostly cut by hand and machine through solid rock, 80 kilometers of aqueducts, 1,600 kilometers of roads and railway track.

Here's the wildest part. Only about 2 percent of the entire scheme is visible above ground. Almost all of it sits buried inside the mountains. The project also finished ahead of schedule and close to its original cost estimate, which was unusual for a project of this size.

The cost nobody talks about
This story isn't all triumph. It took 121 lives to build the Snowy, workers killed in tunnel collapses, blasting accidents, and heavy machinery incidents. Conditions in the mountains were brutal, especially in winter.

There's also an environmental cost that's still debated today. Diverting the rivers changed the natural flow of the Snowy River itself, and conservationists have spent decades pushing to restore more of that flow. Progress has been slow.

Why Americans should care about a 75-year-old dam project
The US built its own version of this in the 1930s with the Tennessee Valley Authority, and that project is part of why the Snowy's designers looked to America for inspiration in the first place. Today, both countries are again wrestling with the same basic question the Snowy was built to answer: how do you get reliable, clean power to where people actually live?

According to Australia's Department of Climate Change, Energy, the Environment and Water, the scheme still supplies close to a third of all renewable energy flowing into Australia's eastern electricity grid, more than 70 years after construction began.

That's the real headline. A mid-century mega-project, built with pickaxes, dynamite, and immigrant labor, is still quietly keeping the lights on today. As the US pours billions into grid upgrades and clean energy, the Snowy is proof that ambitious infrastructure can outlast the century that built it.
