America's foreign STEM worker debate has a data problem

As the Trump administration tightens immigration rules for foreign workers and students, recent academic research challenges a key premise behind the crackdown. Multiple studies suggest international STEM graduates do not displace American workers...

The Trump administration is steadily tightening pathways for foreign workers and international students, arguing the measures will better protect American jobs. Since returning to office, it has imposed a $100,000 fee on most new H-1B petitions subject to the annual cap, proposed extending additional H-1B and L-1 filing fees to visa extension applications for certain employers, tightened scrutiny of student visas and work authorisation, and signalled plans to overhaul the Optional Practical Training (OPT) programme that allows international graduates to work in the US after completing their studies.

Taken together, the measures reflect a broader effort to make it harder for foreign professionals and graduates to enter or remain in the US workforce. A key premise behind that strategy is that restricting access to foreign talent creates more opportunities for American workers.


But a growing body of research suggests the evidence behind that assumption is less clear-cut.

A June 2024 peer-reviewed study published in MIS Quarterly found that expanding the STEM Optional Practical Training (OPT) programme increased employment among domestic workers in STEM occupations, with the strongest gains seen in information technology jobs. Rather than replacing American workers, the additional supply of foreign STEM graduates appeared to complement the domestic workforce.

The findings were reinforced by a May 2026 paper published in AEA Papers and Proceedings, which found that expansions of the STEM OPT programme increased STEM degree completions by 14-15%. Domestic STEM degree completions also rose, suggesting the programme encouraged rather than crowded out American students.

An earlier March 2019 analysis by the National Foundation for American Policy (NFAP), which examined STEM OPT participation between 2008 and 2016, reached a similar conclusion. It found no evidence that foreign graduates participating in the programme reduced employment opportunities for US workers. Instead, employers appeared more likely to hire international STEM graduates when domestic talent was in short supply.

Small programme, loud politics

One reason researchers have struggled to find evidence of widespread job displacement is the relatively small size of the programme.

According to the NFAP study, foreign graduates on post-completion OPT or STEM OPT extensions accounted for less than 1% of workers with a bachelor's degree in a STEM field and about 2.5% of workers in STEM occupations with at least a bachelor's degree in 2016. Among new graduates, they represented less than 1% of all bachelor's STEM graduates, under 10% of master's graduates and under 15% of PhD graduates.

The findings suggest that, despite the political attention surrounding the programme, its footprint in the overall US STEM labour market remains relatively small.

Filling vacancies, not replacing workers

Across multiple studies, a similar pattern emerges: employers appear to rely on foreign STEM graduates when qualified domestic workers are harder to find.

The NFAP analysis found a negative relationship between the number of foreign students approved for OPT and unemployment among comparable US STEM workers. Regions with relatively more OPT participants generally had lower unemployment rates among American STEM workers, suggesting employers were turning to international graduates when labour markets were tight rather than replacing existing workers.

The report described OPT as a "safety valve" that provides employers with an additional source of skilled workers during periods of labour shortages.

The 2024 MIS Quarterly study reached a similar conclusion through a different methodology, finding that greater access to foreign STEM professionals boosted employment of domestic workers, particularly in IT occupations.

More than a post-study work visa

The debate over OPT extends beyond immigration policy.

The NFAP report argues the programme gives employers an opportunity to evaluate international graduates before sponsoring them for H-1B visas, while also making US universities more attractive to overseas students by offering a post-study work pathway. It also points to earlier research linking foreign-born STEM workers with higher innovation, productivity and patenting.

The newer academic studies reinforce that broader economic argument, suggesting international STEM graduates complement the domestic workforce while helping expand the country's STEM talent pool.

The evidence, not the rhetoric

The NFAP report predates the Trump administration's latest immigration measures, but together with more recent academic research it raises questions about one of the central assumptions behind the administration's immigration agenda—that restricting foreign STEM graduates necessarily creates more jobs for Americans.

While the administration continues to argue that tighter immigration rules will protect domestic workers, studies published over the past several years have found little evidence that STEM OPT participants displace US workers. Instead, they suggest employers use the programme to fill skill shortages, support innovation and strengthen the broader STEM workforce.
