UP government presents first supplementary Budget worth Rs 59,019.54 crore amid Samajwadi Party protest

The Uttar Pradesh government on Tuesday tabled its first supplementary Budget for 2026-27 in the state Assembly, seeking an additional expenditure of Rs 59,019.54 crore, even as proceedings were disrupted by protests from Samajwadi Party (SP) members.

Presenting the supplementary demands for grants during the Monsoon Session, Finance Minister Suresh Kumar Khanna said the supplementary Budget comprises Rs 17,399.50 crore in revenue expenditure and Rs 41,620.04 crore in capital expenditure. He said it also includes fresh proposals amounting to Rs 7,854.25 crore.

The largest allocation of Rs 22,107.88 crore has been proposed for heavy and medium industries, followed by Rs 17,942.73 crore for rural development and Rs 7,422.27 crore for the energy sector. The Budget also earmarks Rs 2,025 crore for medical and health services, Rs 1,655 crore for the social welfare department, Rs 1,094.40 crore for the women welfare department and Rs 700.01 crore for the Public Works Department.

Khanna said the state's fiscal deficit continues to remain within the prescribed limit. The Uttar Pradesh government had presented a Budget of Rs 9.13 lakh crore for the 2026-27 financial year in February.

The supplementary Budget was introduced after the House resumed at 12.20 pm following an adjournment triggered by protests from SP legislators. The opposition members entered the Well of the House and raised slogans despite repeated appeals by Speaker Satish Mahana to return to their seats.

The protests began after Leader of Opposition Mata Prasad Pandey demanded a discussion on the alleged theft of donations at the Ram temple, describing it as a matter of faith. The Speaker did not allow the discussion, following which SP members staged a protest.

Mahana said members could raise issues from their seats and assured them that the chief minister would respond. He also said remarks made from the Well would not form part of the Assembly records and asked the media not to report them.

Responding to the protests, Mahana asked the agitating members to produce receipts if they had made donations for the temple construction. Parliamentary Affairs Minister Suresh Kumar Khanna also targeted the SP, referring to the firing on karsevaks during the party's tenure and saying it had nothing to do with people's faith.

The House was earlier adjourned till 12.20 pm amid the uproar, bringing Question Hour to an abrupt end.
