Earlier, the government had listed discussion on the Prevention of Insults to National Honour (Amendment) Bill, 2026, in the second half of the day, and was hopeful that Parliament proceedings would run normally following the resignation of Education Minister Dharmendra Pradhan.
However, as the House resumed on Monday morning, Opposition members demanded a discussion on the alleged use of force against protesting students and a reply from Union Home Minister Amit Shah.
Leader of Opposition Mallikarjun Kharge sought to raise the issue under Rule 267, but Chairman CP Radhakrishnan said the rule could be invoked only in the "rarest of the rare" matters. Kharge said students had been beaten and jailed, but the Chairman said the entire House would have to agree to treat the matter as one of the rarest of the rare.
Amid Opposition slogans, the House was adjourned for an hour. When it resumed, Congress leader Pramod Tiwari, DMK leader Tiruchi Siva and CPI(M) leader John Brittas reiterated the demand for a Rule 267 discussion and a reply from the Home Minister. The House was then adjourned till 2 pm.
In the second half, Opposition allegations of brutality against students and demands for a Home Minister's reply over the alleged use of pellet guns continued. Members also raised reports of police firing against protesters in Bihar. Following two further adjournments, the House was adjourned for the day.
