Legislative Council polls to 28 seats in four states on October 23: Election Commission

New Delhi: Legislative Council elections to 28 graduates' and teachers' constituencies in four states will be held on October 23, the Election Commission said on Tuesday.

These 28 members are retiring in November and December from the legislative councils of Bihar, Karnataka, Maharashtra and Uttar Pradesh.

Graduates' and teachers' constituencies are special electoral districts, where only a specialised electoral college of qualified graduates and teachers elects members (MLCs) to the state Legislative Council.

Article 171 of the Constitution, which deals with Legislative Councils or Vidhan Parishad and their composition, keeps aside certain constituencies only for such voters.

According to an Election Commission statement, eight Legislative Council seats will soon fall vacant in Bihar, with four each from teachers' and graduates' category.

In Karnataka, four seats -- two from each category -- are falling vacant.

In Maharashtra, three graduates' seats and two teachers' seats would fall vacant.

As many as 11 seats would be vacant in Uttar Pradesh. These include five graduates' seats and six teachers' seats.
