New York residents could soon find a new check in their mailboxes as the state begins distributing Protecting Our Wallets Energy Rebate (POWER) checks to eligible taxpayers.

The program, created under New York’s 2026-27 budget, is providing $1 billion in one-time relief to help households deal with higher utility costs. The state says millions of New Yorkers will receive the payments, with the mailing taking place over several weeks in fall 2026.

Unlike some benefit programs, eligible residents do not have to apply for the POWER check. The New York State Department of Taxation and Finance will automatically mail the payment to taxpayers who meet the requirements.


Who will get the New York $200 energy rebate?

Eligibility is based on a taxpayer's 2024 New York State income tax return. According to the New York State Department of Taxation and Finance, eligible taxpayers must have:

Filed a New York State resident income tax return for tax year 2024 on time.

  • Been a full-year New York resident in 2024.
  • Reported income within the program's qualifying limits.
  • Not been claimed as a dependent on another taxpayer's 2024 return.
For a return to qualify as timely, it generally had to be filed by April 15, 2025, or by October 15, 2025, if the taxpayer had a valid extension.

How much is the POWER rebate check?

The amount depends on filing status and 2024 New York adjusted gross income.

The state specifically says there is no requirement to submit utility bills to prove eligibility.

When will New York POWER checks arrive?

The checks are being mailed in phases beginning in fall 2026. The New York State Tax Department says the mailing will take place over multiple weeks and that recipients may receive their checks at different times. Mailings are not based on ZIP code or region.

The state also says it cannot provide an individual delivery date.

The checks will be mailed rather than deposited directly into bank accounts. Even if a taxpayer previously received a tax refund through direct deposit, the POWER payment will arrive by mail.

Do you need to apply for the $200 check?

No.

Eligible taxpayers do not need to complete an application, register or provide additional information to receive the payment. The state will automatically issue the check using its tax records.

The check will be sent to the most current address the Tax Department has on file, which may be different from the address listed on the 2024 return if the taxpayer subsequently filed a return with an updated address.

Why is New York sending the POWER checks?

The POWER program was included in the state's FY2026-27 budget as a response to rising household utility costs.

New York lawmakers approved $1 billion in relief for 8.2 million New Yorkers, with the payments specifically tied to the state's effort to address the burden of higher utility rates.

The program is part of a broader affordability agenda from the state government. The enacted budget also created measures intended to examine the causes of rising utility bills and utility-market issues.

Governor Kathy Hochul has described the payments as a way of putting money back into New Yorkers' pockets as households face higher costs.

POWER checks are different from 2025 inflation refund checks

One important detail for New Yorkers: the 2026 POWER check is a separate program from the inflation refund checks mailed in 2025.

The New York State Tax Department explicitly says the new POWER program should not be confused with the earlier inflation refund initiative.

The 2025 program was based on different tax-year income thresholds and provided different payment amounts. The POWER checks instead use 2024 tax returns to determine eligibility.

What should eligible New Yorkers do now?

For most eligible taxpayers, nothing.

The state says there is no application process. Residents who meet the requirements should watch their mail for the POWER check during the fall 2026 distribution period.

If you have moved since filing your 2024 return, however, it is worth checking that the New York Tax Department has your current address on file. The state allows taxpayers to update their address through its online services.

The POWER program therefore represents a relatively straightforward form of relief: eligibility is determined from existing tax records, payments are sent automatically, and qualifying households can receive up to $200 without submitting a separate application.
