What has Congress done?
The House passed the Sunshine Protection Act of 2025, or H.R. 139, on July 14 by a vote of 308–117. The bill would repeal the temporary daylight saving period under the Uniform Time Act and make daylight saving time the standard time across most of the US.The White House supports the legislation. In a statement issued by the Office of Management and Budget, the administration said it “strongly supports” the bill and that Trump’s advisers would recommend that he sign it if it reached him in its current form.
What is the bill’s status in the Senate?
The bill was sent to the Senate on July 15 and referred to the Senate Commerce, Science, and Transportation Committee. The committee’s latest legislation page lists its status as “received in the Senate and read twice and referred” to the committee.The bill was not included in the committee’s September 16 markup agenda. The committee advanced nine other bills during that session, but H.R. 139 was not among them.
This means the bill has not yet reached a Senate vote.
Will clocks stop changing this year?
That is not certain.If the Senate passes the bill and Trump signs it before the November change, the US could avoid the scheduled “fall back” on November 1. However, Congress has not set a timetable for Senate consideration, and the bill is still pending in committee.
Unless the law changes, most Americans will continue to set their clocks back by one hour in November.
What would change if the bill becomes law?
Most states would remain on daylight saving time throughout the year. This would mean:- No clock change in November
- No clock change the following March
- Later sunsets in winter
- Darker winter mornings
The bill would not force Hawaii, most of Arizona or US territories that already observe permanent standard time to switch to daylight saving time. Current federal law allows states to opt out of daylight saving time, but it does not allow them to adopt permanent daylight saving time on their own.
Why do supporters want permanent daylight saving time?
Supporters say ending the clock change would remove the disruption caused by changing clocks twice a year. The White House has also argued that permanent daylight saving time would provide more evening daylight and could bring economic, health and safety benefits.Critics have raised concerns about darker winter mornings, particularly for children travelling to school and people commuting before sunrise.
Is daylight saving time ending or becoming permanent?
The wording can be confusing.The current proposal would not end daylight saving time. It would end the switch between daylight saving time and standard time by making daylight saving time permanent.
