Karnataka's policy panel proposes overhaul of land registration to shift toward ownership validation

Deputy Chief Minister G Parameshwara has sought a detailed report from the Stamps and Registration and Survey and Settlement departments on a proposal to overhaul Karnataka's land registration system and introduce a verified ownership framework.

Parameshwara, who holds the revenue portfolio, has asked senior Revenue Department officials to submit para-wise comments on the proposed Land Registration & Title Integrity Reform Roadmap (2026-2035), prepared by Karnataka Policy and Planning Commission (KPPC) member S Mohanadass Hegde.

The roadmap proposes shifting Karnataka from the existing document registration model to an integrated system that verifies land ownership before registration, aiming to reduce fraud, litigation and disputed transactions.

According to the proposal, the current framework under the Registration Act, 1908, treats registration as a record of transactions rather than proof of ownership. Karnataka's land administration also functions through three separate systems—the Registration Department, which records transactions; the Revenue Department, which maintains land records and mutation entries; and the judiciary, which adjudicates ownership disputes after they arise.

The proposal argues that this fragmented structure allows fraudulent or defective transactions to acquire legal validity through registration while leaving buyers to verify ownership, contributing to mounting litigation.

Although Karnataka has digitised land administration through initiatives such as Bhoomi and Kaveri, the roadmap says these reforms have largely automated existing processes without addressing the underlying issue of title verification.

It proposes an integrated governance model that links land registration, revenue records, spatial mapping and validation systems in real time. Under the new framework, registration would evolve from a document-recording exercise into a transaction validation system backed by ownership verification.

"Registration should not merely record transactions; it should ensure that transactions are credible, traceable and accountable," the proposal says.

Hegde said the reforms would combine statutory changes, digital integration, risk-based governance and phased title assurance to create a modern land administration system. He said the proposed framework would reduce litigation, protect the public interest, improve investor confidence and position Karnataka as a national leader in land registration and title integrity reforms.
