The FOMC’s latest decision showed that three officials preferred raising interest rates rather than maintaining the current policy stance.

Kevin Warsh’s early tenure as Federal Reserve chair has already been marked by a major policy divide, with three members of the Federal Open Market Committee (FOMC) opposing the central bank’s decision to keep interest rates unchanged at this week’s meeting, according to a Reuters report.

The dissent came during Warsh’s second policy meeting as Fed chair, highlighting the challenges facing the new leader as he navigates differing views over the direction of U.S. monetary policy. According to the report, the opposition marked one of the strongest early challenges faced by a Fed chair in recent decades.

The FOMC’s latest decision showed that three officials preferred raising interest rates rather than maintaining the current policy stance. The level of disagreement was notable, as no Fed chair since the 1970s has encountered such significant opposition so early in their tenure, based on records of FOMC dissents maintained by the Federal Reserve Bank of St. Louis.


Historical precedents show that early disagreements have occurred but remain relatively uncommon. Arthur Burns faced opposition from three FOMC members during his first policy decision in February 1970. Paul Volcker also encountered resistance early in his chairmanship, with two officials dissenting at his first meeting and four at his second.

Other recent Fed leaders experienced limited opposition in their initial months. Janet Yellen faced a dissent during her first meeting as chair in March 2014, when the central bank kept its benchmark interest rate near zero while introducing updated forward guidance. The decision drew objections from then-Minneapolis Fed President Narayana Kocherlakota, as per the report.

Jerome Powell, Warsh’s predecessor, had a smoother start, overseeing a series of unanimous policy decisions before the first dissent emerged in June 2019, more than a year after he took charge of the central bank.

Despite occasional disagreements among policymakers, only one Fed chair since the 1930s has maintained a completely unanimous record. Thomas McCabe chaired 19 FOMC meetings between May 1948 and March 1951 without facing a single recorded dissent.

The early divisions under Warsh suggest that debates over the future path of interest rates could remain intense as the Fed balances inflation risks, economic growth concerns and differing views among policymakers.
