MMRDA ropes in Singapore’s Surbana Jurong for Mumbai 3.0 master plan

Mumbai: The Mumbai Metropolitan Region Development Authority (MMRDA) has appointed Singapore-headquartered Surbana Jurong Infrastructure Pte. Ltd. to prepare the Vision Document, Master Plan and planning framework for the proposed Mumbai 3.0, a 323.44 sq. km new town being developed across Raigad district, marking the start of the project’s detailed planning phase.

Surbana Jurong is 100% owned by Temasek, the Singapore Government’s investment company.

The consultancy will prepare the planning blueprint for Mumbai 3.0 through an inception plan, existing situation analysis, Vision Plan, Draft Concept Land Use Plan, stakeholder consultations and the Final Concept Plan. Phase-I of the assignment is scheduled to be completed within 30 weeks from the date of commencement, excluding the period required for MMRDA’s review and approvals.

The agreement was signed by Metropolitan Commissioner Sanjay Mukherjee and Avinash Mishra, Chief Executive, South Asia, Surbana Jurong, in the presence of Maharashtra Chief Minister Devendra Fadnavis.

“The Mumbai Metropolitan Region is one of the country's most promising urban spaces, and NITI Aayog has also recognised its potential to become a $1.5 trillion economy. That is why we began planning Mumbai 3.0. With the Navi Mumbai International Airport and other major infrastructure projects coming together, investors now have confidence in this region,” Fadnavis said.

The planning exercise will assess existing land use, road and mobility networks, demographics, socio-economic conditions, utilities, environmental features and public amenities before preparing a long-term spatial and economic development framework.

“For Mumbai 3.0, we are bringing to Maharashtra global expertise with a proven track record in shaping Singapore and urban developments across more than 16 cities worldwide,” said Maharashtra Deputy Chief Minister & Chairman MMRDA Eknath Shinde.

The Vision Document will define the project’s economic positioning, growth strategy, investment themes and catalytic projects while incorporating global practices in integrated urban development, smart infrastructure, mixed-use districts, renewable energy, digital infrastructure and Transit-Oriented Development.

“Mumbai 3.0 is envisioned as a new global growth centre for the MMR. We have brought global planning expertise through Surbana Jurong to translate this vision into a well-connected, sustainable and investment-ready city. Equally important is our innovative and people-centric land policy, which, for the first time, combines land-based benefits with monetary compensation, ensuring that landowners become stakeholders and beneficiaries in the development process,” Mukherjee said.

The Draft Concept Plan will include a Concept Structure Plan, Concept Mobility Plan and Concept Infrastructure Plan covering water supply, sewerage, storm-water drainage, solid-waste management, power, gas, social infrastructure and blue-green networks. The consultant will also assist MMRDA in consultations with government departments and other stakeholders before finalising the land use plan.

The appointment follows a Memorandum of Understanding (MoU) signed between MMRDA and Surbana Jurong during the World Economic Forum at Davos in January. The Maharashtra government approved the firm’s appointment on a government-to-government basis through its letter dated June 4.

Mumbai 3.0 spans approximately 323.44 sq. km across 124 villages in Panvel, Uran and Pen talukas of Raigad district. The state notified the project on October 15, 2024 under the Maharashtra Regional and Town Planning Act, 1966, with MMRDA designated as the New Town Development Authority.Located within the influence area of Atal Setu and close to the Navi Mumbai International Airport and Jawaharlal Nehru Port, the project is envisioned as an integrated residential, commercial, industrial and logistics hub.
