According to a recent preview by Games Radar Edge, each NPC gracing the streets of Leonida feel much more individual than previous games. The game’s NPCs each have unique personalities, like varying degrees of aggression, a feature not seen previously. The preview further showcases that the NPCs react to the players on the basis of how they have previously treated them. NPCs are also enabled to react to the players’ character carrying a gun, with some running away, while the others staying to fight.

GTA 6 NPCs have over 600,000 animations
According to Edge’s preview the NPCs in GTA 6 have been designed using an enormous 600,000 animations. The NPCs were handmade with the studio art-directing each NPC to build in their individuality. This would mean that the NPCs help create a highly realistic environment allowing players to be further immersed in the game.
The NPCs not only have a distinct personality from one another but also have "professional and demographic textures”, Edge reported after their preview. The texture allows pedestrians in different districts to act naturally. According to the preview these include an NPC biker gang which sides with the police and an NPC who is a Mayoral candidate.

Previously the NPCs in other Grand Theft Auto editions were not as interactive. They used to panic when the player pointed a gun at them and nothing more. However, GTA 6 offers players a range of reactions they might face from the NPCs. This also includes NPCs trying to stop the players’ character from robbing banks or even going out of their way to save other NPCs.
According to the Edge’s preview, at one point an NPC walking his dog tries to fight the character of Jason. The NPCs unleashes his dog upon Jason, which gives him a chase until it simply loses interest.
Rockstar games opened a whole other studio to work on the NPCs
According to Bloomberg, Rockstar Games built another studio in Los Angeles. The studio dedicated its time solely to writing and animating NPCs for GTA 6. Rockstar’s development lead, Rob Nelson, told the publication that the previous team struggled to meet its target for NPC creation. This was among the reasons the game was delayed for such a long period.
Rockstar games is now seemingly promoting the NPCs with a clip in the latest episode of South Park. The clip shows Jason’s character picking up dog poop on the beach and throwing it at an NPC. The NPC later reacts by confronting Jason.
