Who is Tom Steyer? The billionaire who spent $216 million but failed to advance in California’s Governor’s race
Tom Steyer spent decades building a fortune in finance. That was before turning his attention to climate activism and Democratic politics. Then in 2026, the billionaire tried to turn that influence into political office. By pouring about $216 million of his personal wealth into a campaign to become California’s governor.

The spending helped make him one of the most visible candidates in the race. But it was not enough to secure a place in the November general election. Steyer failed to finish among the top two candidates in California’s June 2 primary despite the record-setting investment in his campaign.

Tom Steyer Built His Fortune in Finance

Steyer made his fortune as an investor, in 1986 he had founded Farallon Capital Management, a San Francisco based investment firm that he led until retiring in 2012, as per Galvanize Climate Solutions.

After leaving Farallon he devoted more of his time to climate action, philanthropy and politics.

In 2013 he founded NextGen America originally known as NextGen Climate, it works to educate and mobilize young people around voting and public issues, as per NextGen America.

He also cofounded Beneficial State Bank in 2007 which was with his wife Kat Taylor and in 2021 he founded Galvanize Climate Solutions.

Why Steyer Put $216 Million In Governor’s Race

Steyer entered California’s 2026 gubernatorial race with his personal wealth. So that meant he did not have to depend on wealthy donors and corporate interests to finance his campaign.

He also made affordability a central issue. One of his major promises was to cut electricity bills by 25%. However an analysis by CalMatters questioned whether his proposal could deliver the promised savings.

The Los Angeles Times reported in May that he had contributed $192.4 million of his personal wealth to the campaign. By June the newspaper put the total at approximately $216 million.

The spending gave Steyer extensive exposure across television, streaming platforms, social media and direct mail. Yet his campaign faced a challenge beyond simply getting his name in front of voters, persuading them that he was the right person to address California’s cost of living problems.

Why the Billionaire Failed to Reach the General Election

California uses a top two primary system under which the two candidates who receive the most votes advance to the November general election regardless of party.

In the June 2 primary, Republican Steve Hilton and Democrat Xavier Becerra finished ahead of Steyer. That left the billionaire out of the race to succeed outgoing Gov Gavin Newsom.

As per the Los Angeles Times, he had received nearly two million votes but was still trailing the candidates who secured the two places on the November ballot.

Political strategists cited by the newspaper pointed to several possible reasons for his defeat, including the sheer volume of his advertising, voter fatigue and doubts about whether a billionaire could convincingly campaign on affordability and higher taxes on the wealthy.

Those explanations reflect analysts’ assessments rather than a single proven cause. Still, the result showed that a candidate’s ability to pay for an enormous advertising campaign does not necessarily translate into enough votes to win.

Steyer’s wealth was central to his campaign, but it also created a potential obstacle. He presented himself as someone willing to challenge powerful corporate interests but critics questioned whether a billionaire with a background in investment management could effectively represent voters struggling with high costs.

Steyer’s 2020 Presidential Campaign Also Cost Hundreds of Millions

The California governor’s race was not his first attempt to win elected office. He had also sought the Democratic presidential nomination in 2020 spending heavily on a campaign that failed to gain enough support.

As per Los Angeles Times report he spent approximately $342 million on that presidential bid. He withdrew from the race February 2020. After a poor showing in South Carolina primary.

Federal Election Commission recorded that for the period starting from July 9, 2019 until December 31, 2020. His campaign committee reported about $353.04 million in total receipts. $352.98 million in total disbursements. The records also list about $317.97 million in candidate contributions.
