Bharat Pensioners Samaj writes to the 8th Pay Commission that some of elements missing from the memorandum are grievances of employees under NPS/UPS and demand for the restoration of the non-contributory pension scheme under CCS (Pension) Rules.
Bharat Pensioners Samaj (BPS), an association for pensioners that claims to represent 10 lakh pensioners from central/state government and PSUs, has sent a letter to the 8th Pay Commission, pointing out the challenges it is facing while submitting its memorandum on the 8th CPC website. BPS has urged the 8th Pay Commission to rectify portal-related issues while also asking if the respondents could submit their memorandum in hard copy and via email. The pensioner body has also requested the 8th CPC to extend the deadline for submitting memorandum from April 30, 2026, to May 31, 2026.

Even as BPS highlighted 8th CPC website-related technical issues, the National Co-ordination Committee of Pensioners Association (NCCPA), the largest central government employee pensioner body, has also written to the 8th CPC, requesting an increase in the number of sub-questions and sub-themes in the memorandum.

What BPS wrote to 8th Pay Commission


Avinash Rajput, secretary general, Bharat BPS, in a letter dated April 20, 2026, wrote to Pankaj Jain, member secretary, 8th CPC that “despite repeated attempts, BPS has been unable to successfully upload its memorandum (prepared in response to the nine themes/questions issued). Persistent technical and structural deficiencies have rendered the portal practically non-functional.”

Highlighting the technical issues of the 8th Pay Commission website, BPS wrote that OTP verification frequently results in the error: “Hmmm… can't reach this page” (innovateindia.mygov.in), and submission attempts repeatedly trigger the message: ‘Invalid input detected. HTML tags are not allowed. Please check the consent.’

These deficiencies are effectively preventing stakeholders from submitting their representations within the stipulated framework, thereby undermining the consultative process.

BPS also put a spotlight on the three areas that it claims, are missing from the memorandum-

a) NPS/UPS concerns: Grievances of employees under NPS/UPS and demand for the restoration of the non-contributory pension scheme under CCS (Pension) Rules.

b) Women employees’ welfare: Issues such as safety, maternity benefits, menstrual leave, Child Care Leave (CCL) and workplace equity.

c) Department-specific issues: Provision for cadre-specific and operational concerns across departments.

What are BPS’ demands from 8th CPC

BPS has urged the 8th Pay Commission to immediately take these four steps-

  • Immediately rectify technical shortcomings and make the portal fully functional and user-friendly.
  • Issue a clear SOP with step-by-step guidance for submission against all nine themes/questions.
  • Redesign the submission framework to allow structured, flexible, and comprehensive responses without restrictive limitations.
  • Provide dedicated sections in the portal for pensioners, NPS/UPS issues, women employees and department-specific matters.
  • Enable alternative submission modes, including email (PDF/Word) and hard copy.
Writing that due to the widespread nature of these issues, it is impractical for organisations and individuals to submit their memoranda within the current timeline. It has also requested to be provided with the alternative facility of submitting memorandum via an email and a hard copy, and for extension of the deadline for memorandum submission to May 31, 2026 from April 30, 2026.

NCCPA requests an increase in sub-questions/sub-themes in 8th CPC memorandum

In a letter dated April 13, 2026, KG Jayaraj, officiating secretary general, NCCPA, wrote to 8th CPC’s Pankaj Jain that the current structured format of the memorandum submission portal does not adequately facilitate responses to multiple sub-questions or sub-themes under each main theme.

NCCPA claims that a limited number of such sections limits the ability to address all aspects of a theme and affects clarity and completeness of submissions.

NCCPA has requested the 8th Pay Commission to incorporate a clear and structured provision and said that respondents must be able to address each sub-question/sub-theme separately and the system allows flexibility without restrictive formatting constraints.
