Not exactly. A 2.0 fitment factor doubles your basic pay, but your gross salary may increase by only about 31% in the illustrative calculations. Gross salary depends not only on revised basic pay but also on allowances, some of which are reset or revised differently when a new Pay Commission is implemented.

Gross salary includes basic pay, dearness allowance (DA), house rent allowance (HRA) and other allowances. At the beginning of a new Pay Commission, DA is reset to 0%, while HRA is calculated on the revised basic pay. Other allowances are decided separately by the government, so gross salary does not move in line with the fitment factor alone.

The illustrations assume current gross salary equals basic pay + 60% DA + 24% HRA for employees posted in X-category cities. The revised gross salary is calculated using the new basic pay after applying the fitment factor and adding 24% HRA, while transport allowance and other allowances have been excluded for simplicity.
