Under the 7th Pay Commission, central government employees receive a 3% annual increment. For example, the basic salary of a Level 1 employee increases from ₹18,000 to ₹23,486 over 10 years, a rise of 30.47%. Employees also receive DA, House Rent Allowance (HRA) and Transport Allowance (TPTA). While DA and HRA increase with basic pay, TPTA remains fixed and is revised only when DA reaches 50%.

The National Council-Joint Consultative Machinery (NC-JCM) has proposed a 6% annual increment and recommended that all allowances be tripled and linked to future DA hikes. Meanwhile, organisations such as the National Federation of Postal Employees (NFPE) and the All India NPS Employees Federation (AINPSEF) have suggested merging DA with basic pay when it reaches 25%, while IRTSA and PSNM have recommended the merger at 50% DA.
