How higher increments could boost Level 10 and 12 salaries
Employee and pensioner groups have urged the 8th Pay Commission to raise the annual increment rate from the current 3% to 5–7%. They have also recommended merging DA with basic pay when DA reaches 25%. They argue that a higher increment rate could provide stronger salary growth, particularly for employees at lower levels.

    Level 12 employee's salary at 6% increment
For Level 12, the 7th Pay Commission basic pay is Rs 78,800. Applying a 2.1 fitment factor gives an assumed revised basic pay of Rs 1,65,480.

Since Level 12 employees start at a higher pay scale than Level 10 employees, the projected additional gross salary over 10 years is more than Rs 34 lakh under the 6% increment assumption

The above calculation uses these assumptions:
    ● Basic salary: As per 7th Pay Commission
    ● Revised salary: Basic pay × 2.1 fitment factor
    ● Annual increment: 3% of revised basic pay
    ● Total salary over 10 years at 3% increment
    ● Annual increment: 6% of revised basic pay
    ● Total salary over 10 years at 6% increment
    ● Extra salary in 10 years = (Total pay in 10 years at 6% annual increment) - (Total pay in 10 years pay at 3% annual increment)
