The fitment factor is used to calculate the revised basic salary. Under the 7th Pay Commission, a 2.57 fitment factor was applied. However, basic pay rose much more than gross salary because allowances and the existing DA were also considered.

This means employees should not assume that a 2.57 factor will automatically result in a 157% increase in total monthly salary.

The difference largely comes from DA and other allowances. When the 6th Pay Commission was introduced, employees were already receiving 47% DA under the previous pay structure. Similarly, the 7th CPC was implemented when DA had reached 125%. HRA and transport allowance also influence the overall salary calculation, reducing the gap between old and revised pay structures.

The eventual gross salary increase will depend partly on the DA prevailing when the 8th Pay Commission recommendations are approved. The source calculation assumes 60% current DA and a possible 66% rate if the report is approved in the second half of 2027. The new pay structure is assumed to reset DA to zero, making the final gross salary different from the basic-pay increase.
