House rent allowance (HRA) is an important part of a central government employee’s salary, and the amount depends on the city category. Employee bodies have sought higher HRA under the 8th Pay Commission, arguing that current rates do not adequately reflect rising rents. But the final HRA will depend on the government’s decisions on the revised pay and the HRA structure.

Under the 7th Pay Commission, HRA was initially fixed at 24% for X, 16% for Y and 8% for Z category cities. These rates increased to 30%, 20% and 10%, respectively, after DA crossed 50% in January 2024. For example, an employee with ₹18,000 basic pay in an X-category city gets ₹5,400 HRA a month, while a Level 5 employee earning ₹29,200 gets ₹8,760.

Several employee and pensioner organisations have proposed changes to HRA under the 8th Pay Commission. NC-JCM, AINPSEF and AIDEF have recommended higher rates across the existing slabs, while IRTSA has proposed a four-tier structure. PSNM has suggested a two-tier system linked to DA levels. These are recommendations, not approved rates, so employees should not treat them as final.

The NC-JCM has proposed an HRA of 40% for X cities, 35% for Y cities and 30% for Z cities. It has also suggested linking HRA to DA so that the allowance can adjust automatically with inflation. Another proposal is to review city classifications every five years instead of the current 10-year interval. NC-JCM has also sought HRA coverage for pensioners who pay rent.

Consider a Level 1 employee with the current ₹18,000 basic pay. At 30% HRA, the employee currently gets ₹5,400. Assuming a 2.1 fitment factor, revised basic pay would become ₹37,800. At the proposed 40% HRA for X cities, the allowance could be ₹15,120. That implies an estimated ₹9,720 monthly increase compared with the current HRA.

A Level 2 employee currently has a basic pay of ₹19,900 and gets ₹5,970 as HRA in an X-category city at the existing 30% rate. Assuming a 2.1 fitment factor, revised basic pay could reach ₹41,790. At the proposed 40% HRA, the allowance could rise to ₹16,716, an estimated ₹10,746 more every month.

For a Level 3 employee, the current basic pay is ₹21,700, with HRA of ₹6,510 at the existing 30% rate in an X-category city. With a 2.1 fitment factor, estimated revised basic pay would be ₹45,570. Applying the proposed 40% HRA gives ₹18,228, translating into a potential ₹11,718 monthly increase.

A Level 4 employee currently has basic pay of ₹25,500 and gets ₹7,650 HRA in an X-category city at 30%. With the assumed 2.1 fitment factor, revised basic pay would be ₹53,550. At 40% HRA, the estimated allowance becomes ₹21,420. That works out to an estimated ₹13,770 hike in monthly HRA, subject to the final 8th CPC pay and HRA decisions.

The biggest estimate in the source is for a Level 5 employee. Current basic pay of ₹29,200 attracts ₹8,760 HRA at 30%. With a 2.1 fitment factor, estimated revised basic pay becomes ₹61,320.
