8th Pay Commission salary hike: Why a 2.0 fitment factor may not double your gross pay
A 2.0 fitment factor would mean an employee’s basic pay doubles, but it does not necessarily mean gross salary will double. Gross pay also includes components such as dearness allowance (DA), house rent allowance (HRA) and transport allowance (TPTA). Changes in these components can make the overall salary increase much smaller than the rise in basic pay.

8th Pay Commission fitment factor: What happened in the 6th and 7th CPC?
Previous Pay Commissions show why the fitment factor alone is not enough to determine gross salary growth. The 6th Pay Commission used a 1.86 fitment factor, while average gross pay increased by 54%. The 7th Pay Commission used a higher 2.57 factor, but average gross salary rose only 14.29%. DA and other allowances played an important role in the difference.

8th Pay Commission salary calculator: What happens when DA resets to 0%?
For this illustration, current gross salary is calculated using 60% DA and 30% HRA for employees in X-category cities. For the assumed 8th CPC calculation, DA resets to 0%, while HRA is taken at the earlier X-city base rate of 24%. These changes mean the fitment factor cannot simply be applied to current gross salary.

Level 3 salary calculator: 2.0 fitment factor could mean 31% gross hike
A Level 3 employee currently earning ₹21,700 basic pay has an estimated current gross salary of ₹41,230 under the assumptions used. At a 2.0 fitment factor, basic pay would rise to ₹43,400, while estimated gross salary would become ₹53,816. That translates into a 100% basic pay increase but only a 31% gross salary increase.

Level 4 salary calculator: 2.38 fitment factor could raise gross pay 55%
For a Level 4 employee with current basic pay of ₹25,500, the illustration estimates revised basic pay of ₹60,690 at a 2.38 fitment factor. Estimated gross salary would rise from ₹48,450 to ₹75,256. While basic pay increases by 138%, gross salary rises by about 55% under the stated assumptions.

Level 5 salary calculator: How much could gross salary rise?
A Level 5 employee has a current basic pay of ₹29,200 and estimated gross salary of ₹55,480 under the assumptions. At a 2.57 fitment factor, revised basic pay could reach ₹75,044, while estimated gross salary could rise to ₹93,055. That means a 157% increase in basic pay but a 68% increase in gross salary.

Level 6 salary calculator: 2.57 fitment factor could mean 67.7% gross hike
For Level 6, current basic pay is ₹35,400 and estimated gross salary is ₹67,260. At a 2.57 fitment factor, the illustration puts revised basic pay at ₹90,978 and gross salary at ₹1,12,813. Basic pay would increase by 157%, while gross salary would rise by about 67.7%.

8th Pay Commission salary hike: Why basic pay and gross salary can rise differently
The calculations show that a higher fitment factor does not automatically translate into an equivalent gross salary increase. Across the Level 3-6 examples, a 2.0 factor produces about a 31% gross salary increase, while 2.38 and 2.57 factors produce roughly 55% and 68%, respectively. These are illustrative estimates; final pay and allowances may differ.
