The National Council (Staff Side), Joint Consultative Machinery (NC-JCM) for central government employees, has raised this issue in a letter to the 8th CPC, urging the commission to resolve 8th CPC website-related issues. NC-JCM has also requested the 8th Pay Commission to extend the memorandum submission deadline from April 30, 2026, to May 31, 2026, citing that many of their affiliates have lost valuable time because they couldn’t submit their memorandums.
Despite these concerns, the 8th Pay Commission is still sticking to its deadline of April 30.

In a letter dated April 20, 2026, Shiva Gopal Mishra, secretary, NC-JCM, wrote to Pankaj Jain, member secretary, 8th Pay Commission, that the employee body has been facing technical issues while submitting its memorandum online.
“We have been trying for nine days to upload the memorandum prepared by the Staff Side of National Council (JCM) on nine themes/questions on the designated portal of the 8th CPC. The portal is not accepting the matter posted by us even though it is less than 10,000 characters each,” writes NC-JCM.

Technical issues NC-JCM claims to have faced
1. After the receipt of OTP on the mobile, the e-mail is showing as ‘Hmmm… can’t reach this page’; ‘Check if there is a typo in innovationindia.mygov.in.’
2. After the submission of the memorandum, this message is being shown ‘Invalid input detected. HTML tags are not allowed. Please check the consent.’
3. Total sub themes/questions are 47, however, the available response fields are only 18.
What does NC-JCM want from the 8th CPC?
NC-JCM wrote to the 8th Pay Commission requesting them to rectify the technical issues and to make the 8th CPC portal user-friendly.
The employee body further requested the Pay Commission to give an SOP for the step-by-step process to post the memorandum on the portal.
Why does NC-JCM want a deadline extension for memorandum submission?
NC-JCM writes that due to the technical problems, it will be very difficult for central government employee organisations, pensioners associations and individuals to post their respective memorandum on the 8th CPC portal.
“Alternatively, the memorandum may please be accepted in the PDF and MS Word formats in your e-mail. The last date for the submission of the memorandum may please be extended from April 30, 2026, to May 31, 2026,” says the letter.
What is the 8th Pay Commission’s stand on extending the deadline?
However, the 8th Pay Commission in a message on its official website writes that the deadline for memorandum submission is April 30.

AIDEF also seeks memorandum submission deadline extension
C Srikumar, secretary, All India Defence Employees’ Federation (AIDEF), an employee body for civilian employees in Defence services, in a letter dated April 19, 2026, to the 8th Pay Commission, has also highlighted the anomalies that AIDEF has been facing while submitting its memorandum on the 8th CPC website.
Due to these glitches, AIDEF is also seeking an extension of the deadline for the submission of memorandum from April 30, 2026, to May 31, 2026.
49th meeting of NC-JCM to be held on May 11, 2026
In a letter dated April 21, 2026, the Ministry of Public Grievances and Pensions wrote to Shiva Gopala Mishra the 49th meeting of NC-JCM will be held on May 11, 2026, at 3 pm.
Amit Pankaj, director, JCA wrote, “I am directed to convey that the 49th meeting of the National Council (JCM) is scheduled to be held on May 11, 2026 (Monday) at 3.00 PM in the Conference Hall, Cabinet Secretariat, Sewa Teerth, New Delhi, under the chairmanship of cabinet secretary to discuss agenda items proposed by the staff side.”
