A delegation of the Bharat Pensioners Samaj (BPS), which is an affiliate of the All India Federation of Pensioners’ Associations, met 8th Pay Commission officials in New Delhi on Friday (August 7, 2026). Its list of suggestions included a minimum pension of Rs 45,000.

The delegation comprising RK Chauhan, president, and Avinash Rajput, secretary general, BPS, also recommended a minimum basic salary of Rs 69,000 for central government employees.


The 8th Pay Commission is meeting employee and pensioner bodies and other stakeholders to discuss recommendations related to central government employees’ pay, pension, allowances and other work-related conditions. It will hold its second round of discussions in New Delhi today (Monday, August 10, 2026). Based on these suggestions, the 8th Pay Commission will prepare its report of recommendations. The report will be implemented once it is approved by the Cabinet.

Here are the key recommendations that the BPS asked for from the 8th Pay Commission.

Minimum pension of Rs 45,000

The BPS has suggested increasing the current minimum pension of Rs 9,000 to Rs 45,000, a five-time jump. It has also suggested that the minimum pension should be 67% of the last pay drawn and family pension 50% of the last pay drawn.

Fitment factor of 3.83

On the lines of the National Council - Joint Consultative Machinery (NC-JCM), the main body of central government employees, the BPS has also suggested a fitment factor of 3.83, which may take the current minimum basic pay of Rs 18,000 to Rs 69,000.

5.2 family units

In one of its major recommendations, the BPS has suggested increasing the size of the family unit from 3 to 5.2, which can play a crucial role in increasing the basic pay. Among the BPS’ proposal, the adoption of 5.2 weighted family units will be as follows:

Employee 1.0, spouse 1.0, two children 0.8 each and two dependent parents 0.8 each—for determining the minimum wage.

Quarterly revision of DA/DR

The central government revises dearness allowance (DA) and dearness relief (DR) every six months, in January and June every year.

However, the BPS has suggested a quarterly revision of DA/DR on the basis of the three-month average pay, with point-to-point compensation.

It has also suggested merging DR with basic pension after the former exceeds 25%.

8th Pay Commission: Extension of suitable HRA and LTC benefits to CAB pensioners

The BPS suggested that the benefits of the 8th Pay Commission should be extended simultaneously to eligible employees and pensioners of Central Autonomous Bodies (CABs) and Statutory Bodies, without requiring them to wait for separate government orders for prolonged periods.

As per the existing system, DA/DR orders are issued first in favour of central government employees and pensioners and thereafter, the same orders are issued separately for the CABs.

The BPS also wants the resolution of pension-parity and healthcare-related problems of Bharat Sanchar Nigam Limited (BSNL) pensioners.

Rs 5,000 medical allowance, cashless healthcare facilities to pensioners in rural, non-CGHS areas

The BPS has recommended cashless healthcare facilities, fixed medical allowance of Rs 5,000 and medical coverage of pensioners residing in rural and non-CGHS areas.

Restoration of commuted pension after 11 years

The BPS has demanded restoring the commuted portion of pension after 11 years or on attaining the age of 71, whichever is earlier, for employees retiring at 60.

At present, central government employees can commute up to 40% of their pension. But they get a full pension only after 15 years.

The BPS has also suggested granting age-related additional pension beginning from the age of 65 years in five-year slabs.
