8th Pay Commission pension calculator

The central government apparently has approximately 40% more pensioners than employees. While announcing the DA hike this week, Union Minister Ashwini Vaishnaw said that the increased rate would benefit 48 lakh employees and 68 lakh pensioners.

The majority of these pensioners get their pension under the Old Pension Scheme (OPS), so their basic pension will increase once the government notifies the fitment factor in the 8th Pay Commission report.

That’s why all the employees and pensioners associations have prominently raised pensioners’ demands in their respective memorandums submitted to the 8th Pay Commission.

In this write-up, we will see how basic pensions of Rs 25,000 to Rs 75,000 can change if the 8th Pay Commission decides on a fitment factor of 2.0, 2.25 or 2.57.

First, let's find out what the key recommendations of the employees’ and pensioners’ bodies from the 8th Pay Commission are.

Organisation Pension recommendation for 8th CPC
National Council of the Joint Consultative Machinery (NC-JCM) Pension should be 67% of last-drawn pay, family pension should be 50%
All India Defence Employees' Federation (AIDEF) Pension should be 67% of last-drawn pay, family pension should be 50%
Federation of National Postal Organisations (FNPO) Complete delinking from departmental budget; centralization under Consolidated Fund of India.
All India New Pension Scheme Employees Federation (AINPSEF) One rank one pension to civilian employees
Indian Railways' Supervisors' Association (IRTSA) Retirement and death gratuity under all pension schemes, OROP
Bharat Pensioners Samaj (BPS) Minimum pension at Rs 45,000, 67% of the last pay drawn, family pension at 50% of the last pay drawn.
Three demands that prominently appear in the memorandums of these bodies are that they want the pension to be 67% of the last-drawn basic pay, family pension to be 50% of the last-drawn basic salary, and one-rank-one-pension (OROP) for all pensioners to be based on defence personnel’s pension pattern.

At present, under the OPS, the pension amount is 50% of the last-drawn basic pay or the average emoluments of the last 10 months, whichever is higher.

In case of family pension, it is 30% of the last-drawn pay.

It means that if the last-drawn basic pay at superannuation is Rs 1,00,000 and it is higher than the average emoluments of the last 10 months, the basic pension for a pensioner will be Rs 50,000. Under the 8th Pay Commission, employees’ bodies want it to be Rs 67,000, a 17% increase.

Similarly, if the deceased employee was getting Rs 1 lakh basic pay at the time of death and the family is getting Rs 30,000 family pension under the current rules, the bodies have requested the 8th Pay Commission to increase the payout to Rs 50,000.

However, these are just recommendations, and it will be up to the 8th Pay Commission if it increases the pension rates, sticks to the current rates or takes a different path.
