8th Pay Commission fitment factor

The 8th Pay Commission will start its next meetings with stakeholders in Bengaluru, Karnataka, from October 7. Simultaneously, the commission has also been asking various departments and ministries to submit their employee-related data for report preparation. The departments and ministries are instructing their top officials to submit this data. Early this month, the Central Public Works Department headquarters also asked subordinate offices under the Ministry of Housing and Urban Affairs to submit Central Government Employees Group Insurance Scheme data for the 8th Pay Commission.

Meetings and data from various departments will lead to the formation of the 8th Pay Commission report, which will contain recommendations on central government employees’ pay and pension revisions.

Once notified, employees will receive arrears for the delay in notifying the report and the revised pay under the new fitment factor. In this write-up, we will look at how much basic salary Level 6-8 employees may get under 2.0, 2.15, 2.28 and 2.57 fitment factors in the 8th Pay Commission.

What are employee and pensioner bodies’ pay recommendations to the 8th Pay Commission?

The National Council of the Joint Consultative Machinery (NC-JCM), the main central government employee body, has recommended a 3.833 fitment factor to the 8th Pay Commission. It means that the Rs 18,000 minimum salary under the 7th Pay Commission will reach Rs 69,000 under the 8th CPC.

Many other organisations such as the All India Defence Employees’ Federation (AIDEF), the Federation of National Postal Organisations (FNPO) and All India New Pension Scheme Employees’ Federation have also toed the NC-JCM’s line, recommending a 3.83 fitment factor each.

Indian Railways' Technical Supervisors' Association (IRTSA), on the other hand, has recommended as many as five fitment factors for different levels of employees, with the minimum being 2.92 and the maximum being 4.38. The fitment factors in the 6th and 7th Pay Commissions were 1.86 and 2.57, respectively. Going by the record, fitment factors of 2.92, 3.83 or 4.38 look quite high.

What can be the fitment factor for the 8th Pay Commission?

Manjeet Singh Patel, National President, AINSPEF, says that going by the current dearness allowance and pay-related factors, a 2.1 fitment factor appears to be a strong possibility for the 8th Pay Commission.

However, the fitment factor will be known once the government notifies the pay commission report.

As per the 7th Pay Commission pay scales, minimum basic pay for Level 6, 7 and 8 employees are Rs 35,400, Rs 44,900 and Rs 47,600, respectively.
