8th Pay Commission: What could Level 1-5 salaries be at different fitment factors?
The fitment factor recommended by employee and pensioner organisations will play a key role in determining the proposed salary hike under the 8th Pay Commission. Among the recommended multipliers, 3.833 is one of the most commonly proposed figures.
The National Council of the Joint Consultative Machinery (NC-JCM), the All India Defence Employees' Federation (AIDEF) and the Federation of National Postal Organisations (FNPO), among others, have proposed this multiplier.

Why the government may not accept a 3.833 fitment factor
The employee and pensioner bodies base their fitment factor demands partly on the Aykroyd formula, developed in 1937 and adopted by the 15th Indian Labour Conference in 1957 to determine need-based minimum wages. However, the formula is only one consideration. The government also considers its budget for salaries and allowances when deciding the fitment factor.

8th Pay Commission fitment factor: What happened in the 7th CPC?
During the 7th Pay Commission process, the National Council–Joint Consultative Machinery (NC-JCM) proposed a 3.71 fitment factor. The government ultimately notified a multiplier of 2.57. For the 8th Pay Commission, experts have indicated a possible fitment factor between 2.0 and 2.50. The actual factor will be known once the government notifies the recommendations.
