The online system will have five features and cover the entire cycle of a project starting from the filing of application to their scrutiny, sanction of building plans, payments by developers for external and infrastructure development to government besides the monthly or quarterly progress of the project and compliance of norms.

Since every detail of projects including that of allottees will be available online, anyone buying a flat under economically weaker section (EWS) category won't be able to buy another one from a different developer.
Till now there was no such system to check whether one person has several EWS flats and there have also been allegations of developers booking these flats in "fake" names.
Sources said though there has been "first come first served" policy for processing applications relating to CLU from agriculture to residential, institutional or industrial purposes, money changed hands as all the process are manual.
Chief Minister Manoharlal Khattar has reportedly instructed the department officials to comply with the time line to bring in transparency and eliminate any preferential treatment to any applicant.
Haryana has been notoriously known for scandalous land deals and selective licensing system.
Annually issuance of licences for real estate projects generates about Rs 1,000 crore revenue.
Usually 40-60 licences are issued by the state government, mostly in Gurgaon, Faridabad, Sonipat and Panchkula. Last year, it was only 14-15 because of the slump in real estate sector.
"At present, applicants need to submit hard copies of bulky documents including map, building plans and other details.
Now they need to upload them and so there is no scope of missing or loss of files," said additional chief secretary P Raghavendra Rao.
Sources said since the applications will be linked to the GIS maps, the authorities can find out which areas are being left out and the reasons behind this.
