Dues of over Rs 20,000-crore yet to be cleared by DDA: Delhi Governemnt

NEW DELHI: Grappling with a funds crunch, Delhi government body DUSIB has claimed that the DDA owes it dues of over Rs 20,000 crore while other agencies, too, had to clear payments to it.

In its annual report, the Delhi Urban Shelter Improvement Board (DUSIB), which functions under Delhi government, claimed that various government agencies owed it a cumulative Rs 22,670 crore for using its land.

Thus, a senior government official said that DDA, which operates under the Centre, owes DUSIB Rs 20,247 crore (without interest) for using 807.857 acres of land belonging to it.

Other defaulters include DMRC (399.95 crore), Delhi Waqf Board (Rs 86 lakh) and JNNURM (Rs 2,031 crore), DUSIB officials said, adding that the issue has been raised time and again with Delhi government.

DUSIB highlighted the financial crisis in its annual report for 2013-14 tabled yesterday in Delhi Assembly and mentioned that its funds were inadequate for meeting its revenue expenditure.

During 2013-14, DUSIB's total revenue receipts was only Rs 1,414 lakh while revenue expenditure was Rs 9,148 lakh.

According to a letter sent by DUSIB to the DDA vice chairman, around 18 properties belonging to the agency were used by the latter without making any payments.

DDA used 236.80 acres of land at NG Road Rajouri Garden, which is estimated to be over Rs 8,300 crore as per the circle rates at the time of transfer of land, it said. Similarly, another 167 acres was procured by DDA in the Wazirpur area worth Rs 2,600 crore.

According to DUSIB, a total of 807 acres of land valued at Rs 20,247 crore was procured from it by DDA.

"The amount due from other government agencies came to light when DUSIB did an internal audit of its accounts. During the audit, it was found that our land was used by various agencies who have never paid us," said a senior DUSIB officer, who added that the Board is facing an acute financial crunch.
According to DUSIB, in order to make it a self-reliant body, there is an urgent need to create a fund corpus for it the income from which may be utilised to meet its day-to-day expenditure.
