It has come to notice that some employees are attempting to influence matters related to transfers and postings through public representatives, senior officers, and other unofficial channels, bypassing the prescribed administrative procedure (AI generated representative image)
The Deputy Commissioner Gurugram announced on X that it has come to their notice that some government employees are attempting to influence matters related to transfers and postings through public representatives, senior officers, and other unofficial channels, bypassing the prescribed administrative procedure.

The Deputy Commissioner said: “Such conduct is improper, unbecoming of a Government employee, and adversely impacts administrative discipline, transparency, and fairness in public service.”

To make the Government employees remember some of the provisions under the Haryana Civil Services (Government Employees’ Conduct) Rules, 2016, the Deputy Commissioner said:


  • Rule 4(1) – Mandates absolute integrity, devotion to duty, and conduct befitting a Government employee.
  • Rule 5 – Treats acts prejudicial to departmental discipline as misconduct.
  • Rule 26 (Canvassing) – Prohibits employees from using political or external influence to further service-related interests, including transfers/postings.

The Gurgaon Deputy Commissioner also said that employees are strictly directed:

  • Not to use recommendations or unofficial channels for transfer/posting matters.
  • To submit grievances or representations only through the proper official channel.
The Deputy Commissioner also said that any employee found violating these instructions shall be liable for disciplinary action under the Haryana Civil Services (Punishment & Appeal) Rules, 2016 and other applicable rules/instructions.

What did the advisory say about the rules?

In an advisory dated May 22, 2026 it was said that the government has noticed that certain employees are attempting to influence matters relating to their transfer/posting by approaching public representatives, senior officers and other external channels outside the prescribed administrative procedure.

The government in this advisory said that such conduct is improper, unbecoming of a Government employee, and adversely affects administrative discipline, transparency, and fairness in public service.

The provisions of the Haryana Civil Services (Government Employees’ Conduct) Rules, 2016, says this:

  • Rule 4(1) which mandates that every Government employee shall at all times maintain absolute integrity, devotion to duty, do nothing which is unbecoming of a Government employee and act according to Government’s policies.
  • Rule 5 which treats acts prejudicial to departmental discipline and conduct inconsistent with official duties as misconduct.
  • Rule 26 (Canvassing) which specifically provides: “No Government employee shall bring or attempt to bring any political or other influence to bear upon any superior authority to further his interests in respect of a matter pertaining to his service under the Government.”
