Moving overseas can change how your social-security coverage works.
The Atal Beemit Vyakti Kalyan Yojana (ABVKY) is an ESIC unemployment-relief scheme for eligible insured workers. It is not an NRI-specific benefit, and simply holding an Indian passport or becoming an NRI does not create eligibility.
The key question is whether you were an ESIC-insured person in eligible employment in India and satisfy the scheme's conditions when unemployment occurs.
The scheme has been extended from July 1, 2026, to June 30, 2027.

ABVKY provides temporary cash relief to eligible ESIC-insured workers who become unemployed.
Under ESIC's documented scheme provisions, the relief is 50% of average daily earnings and can be paid for a maximum of 90 days.
ESIC documentation also describes the benefit as available once during the lifetime of the insured person.
So, ABVKY is better understood as a temporary unemployment safety net linked to ESIC coverage, rather than a general benefit available to all Indian citizens living abroad.

This is where the NRI angle becomes important.
If you were working in India in ESIC-covered employment, lost that job and satisfy the applicable ABVKY conditions, your NRI status by itself does not erase the relevance of your previous ESIC coverage.
But if you moved abroad and then lost your overseas job, you should not assume that ABVKY will pay you simply because you previously contributed to ESIC in India.
ABVKY is connected to the ESI system and qualifying employment, not Indian citizenship or NRI status.

The latest 2026 government release says an insured person must have been in insurable employment for at least 12 months immediately before becoming unemployed.
The person must also have contributed for at least 78 days in one completed contribution period during the 12 months immediately preceding unemployment.
That means an old ESIC contribution history alone may not be enough. The timing of your employment and contributions around the unemployment event matters.
For NRIs: don't assume that contributions made several years ago will automatically qualify you after moving overseas.

An Indian professional working in the US, UK, UAE or another country may be covered by that country's employment and social-security rules.
Losing an overseas job does not automatically turn ABVKY into an Indian unemployment benefit.

Your previous employment in India may have resulted in ESIC contributions, but moving abroad does not mean you continue accumulating Indian ESIC coverage in the same way while working for an overseas employer.

An NRI may have two completely different social-security histories:
India:
Previous employment may have involved ESIC contributions and potentially ABVKY eligibility if all applicable conditions are met.
Overseas country:
The person's current employment may be covered by that country's social-security or unemployment system, depending on local law and employment status.
India's Social Security Agreements with certain countries can address matters such as contribution periods and social-security benefits for qualifying international workers.

If you have worked in India, moved overseas and are now dealing with unemployment, check these points before assuming you qualify:
1. ESIC coverage: Was your Indian employment covered by the ESI scheme?
2. Recent employment: Did you satisfy the required 12-month insurable-employment condition before the relevant unemployment?
3. Contributions: Did you meet the 78-day contribution requirement specified in the latest government conditions?
4. Location of unemployment: Did the unemployment occur in circumstances covered by ABVKY, rather than simply after losing an overseas job?
5. Lifetime limit: Remember that ESIC documentation describes ABVKY relief as available for up to 90 days once in the insured person's lifetime.
6. Overseas social security: If you are working abroad, separately check the social-security and unemployment provisions applicable in that country and whether an India-SSA is relevant.

ABVKY is not an NRI unemployment scheme. For an NRI, the important issue is the person's ESIC-covered employment and contribution history in India and the circumstances of the unemployment. Moving abroad or holding NRI status alone does not create an ABVKY entitlement.
