Four adult men arrested
The operation also led to the arrest of four adult men, including a registered sex offender. The suspects were charged with pimping, pandering, and violating a protective order. In addition, six misdemeanor citations were issued to individuals accused of attempting to purchase sex.
“The ugly truth is that sex trafficking remains a lucrative criminal industry fueled by demand that generating over $810 million a year in San Diego County,” Stephan said. “Together they hold human traffickers and criminal buyers accountable for their crimes.”
Authorities said some of the recovered victims were as young as 12. The defendants arrested during the operation were arraigned on December 19 and December 22. If convicted, they face prison sentences ranging from six to 20 years.

Operation Home for the Holidays is a multi-jurisdictional initiative conducted annually to identify trafficking victims, apprehend traffickers, and reduce the demand for commercial sex.
During this year’s operation, law enforcement officers worked undercover as sex buyers, responding to online advertisements to identify potential victims and traffickers. The operation was carried out on December 10, 11, and 12 at motels in Chula Vista, National City, and San Diego. This marked the sixth year the operation has been conducted in San Diego County.
California Attorney General Rob Bonta praised the collaborative effort, highlighting its focus on victim support.
“Operation Home for the Holidays is a key part of our efforts to keep our communities safe for the holidays and all year round,” Bonta said. “Together, we will continue to disrupt human trafficking operations and achieve meaningful results that uplift vulnerable Californians.”
Kevin Murphy, Acting Special Agent in Charge for Homeland Security Investigations in San Diego, said the task force prioritizes victims while pursuing offenders.
“Through the Human Trafficking Task Force, our collaborative efforts have led to the removal of dangerous offenders from the community and ensured that the 19 victims received the support and services they need,” Murphy said.
New Law targets sex buyers, protects minors
23 arrests and 65 victim rescues within four year
The Human Trafficking Task Force, led by the California Department of Justice, includes multiple federal, state, and local agencies. Over the past four years, Home for the Holidays operations have resulted in 23 arrests, 65 victim rescues, including two juveniles, and the recovery of three firearms, as per the San Diego DA office. Similar operations are conducted throughout the year.
