A patch of bright green seaweed turned up in a quiet lagoon near Carlsbad, California, in June 2000, and it did not belong there. It looked too dense, too uniform, more like something from a home fish tank than the open ocean. That is essentially what it was. According to a peer-reviewed account published in the journal Biological Invasions, the invasive alga Caulerpa taxifolia was formally confirmed on June 12, 2000, at Agua Hedionda Lagoon. It had already landed on the US Federal Noxious Weed list a year earlier, after officials watched it wreck seafloor habitats across the Mediterranean for more than a decade.

That first patch covered about four acres, the paper notes, and lab testing traced it back to a single clone, the same sterile Mediterranean strain of C. taxifolia that aquarium hobbyists have grown for years precisely because it looks good and grows fast. Sterile sounds harmless, but it just means the plant cannot reproduce through spores or seeds. It does not need to. A fragment small enough to hitch a ride on an anchor line is plenty. Given how close the site was to sensitive eelgrass beds and waters packed with boaters and swimmers, the team overseeing the response initially ruled out any aggressive measures. They went with containment, careful hand removal, and constant monitoring instead of a slower approach, but one that would not risk damaging the very habitat they were trying to save.

If you have ever kept a saltwater aquarium, you already know this plant, or at least its reputation. Aquascapers love Caulerpa because it fills a tank fast with dense, feathery green. That exact trait, growing quickly with basically no effort, is what made it a nightmare the second it reached open water off the California coast.


Why a fragment the size of a fingernail was enough
Caulerpa does not reproduce the way most plants do. No seeds, no pollination, and no mate required. A single torn fragment, something you could barely notice floating past your foot, can drift, settle, and grow into a whole new colony on its own. That is almost certainly how this invasive alga got into California waters. The California Department of Fish and Wildlife names home aquarium releases, dumped straight into the water or rinsed down a storm drain, as the most likely source behind the state's Caulerpa infestations.

Once it settles in, almost nothing stops it. Temperate waters like California's offer this seaweed few natural predators. It tolerates a wide range of water conditions and slowly chokes out the eelgrass meadows that local fish, crabs, and shorebirds depend on. Given enough time, it can smother tens of thousands of acres of seafloor, as it did in parts of the Mediterranean before most Americans had heard of Caulerpa taxifolia.

The fix looked almost too simple for the problem
Here is how California responded. California did not turn to an exotic biotech solution for this invasive algae problem. Teams of scientific divers physically laid heavy black PVC tarps over every single patch they could find, then sandbagged the edges shut so nothing could slip out. Underneath each sealed tarp, they pumped in liquid chlorine, the same basic chemical sitting in your local pool supply store, cutting the algae off from light, oxygen, and any shot at surviving.

None of this happened in one pass. Divers went back again and again, mapping the seafloor inch by inch, hunting for regrowth, and removing anything that reappeared, sometimes just a single stray frond hiding under a rock. Researchers at UC Riverside's Center for Invasive Species Research describe the same method: tarpaulins sealed with sandbags, chlorine acting as a targeted pesticide against whatever got trapped underneath.

The Center for Invasive Species Research says the Agua Hedionda campaign was carried out by teams of trained divers who repeatedly surveyed the lagoon, patched any tears in the tarps, and vacuumed or hand-picked escaped fragments as they appeared. The effort ran for years and was paired with constant mapping and follow-up dives because even a few millimeters of surviving tissue could start a new infestation.

Six years, seven million dollars, and it actually worked
The full eradication effort across Agua Hedionda Lagoon and Huntington Harbor spanned roughly six years and cost more than seven million dollars. According to the Nicholas Institute for Environmental Policy Solutions at Duke University, which reported eradication certainty above 97 percent at both sites. That is years of diver labor and taxpayer money spent hunting down seaweed. The effort worked. It remains one of the only confirmed cases anywhere of a Caulerpa invasion being fully eradicated rather than just contained.

A similar effort is underway now
This story is not sitting quietly in some old case file either. California is dealing with a close relative, Caulerpa prolifera, which has shown up in Newport Bay and San Diego Bay over the past few years. Crews are running the same playbook right now along the Southern California coast: tarps, chlorine or salt, and survey after survey to make sure nothing got missed.

And there is a personal angle here for anyone with a fish tank at home. Since January 1, 2024, California law bans the sale, ownership, importation, transportation, or release of any species of Caulerpa. If you or a friend keeps a saltwater aquarium, follow local disposal rules and do not pour tank water into any waterway. One careless pour, one fragment nobody noticed, can restart a cleanup that costs millions and takes years. The whole California Caulerpa saga started with something that small, and the risk remains today.
