Rivers are often called the "lifeblood" of Earth because they provide fresh water and habitats for millions of life forms. The San Joaquin River, which flows through California, was long considered one of western North America’s most notable rivers as it wound from the Sierra Nevada toward the Pacific coast. But human development changed the river dramatically in the mid-20th century.

According to NOAA Fisheries, the construction of Friant Dam caused portions of the San Joaquin River to run dry, disconnecting salmon from their habitat and eventually eliminating them from the upper river.

The river had abundant spring-run Chinook salmon before the dam was built. Each spring, the fish swam hundreds of kilometers from the ocean into the river to spawn in the cold mountain waters where they had grown up. This journey was difficult, but the river was an ideal place to live during the hot summer while preparing to spawn. Local wildlife and some communities depended on the fish for food and ecological support. According to the Water Education Foundation, the San Joaquin River had the southernmost salmon population in North America.


The landscape changed rapidly in the 1930s and 1940s as the U.S. government sought to turn California’s arid Central Valley into a flourishing agricultural area. To irrigate millions of acres of farmland, workers built Friant Dam using massive amounts of concrete. After its construction was completed in 1942, most of the river's water was held back by a huge concrete barrier, and by 1944 the reservoir began diverting flow into man-made irrigation channels.

Once the river flow was interrupted, the fish could no longer reach their upstream spawning grounds. The salmon require sufficient water flow to move upstream from the ocean. Without water in the main channel, the fish returning from the ocean came into contact with dry, dusty sandbars instead of cool, moving streams. Many salmon ended up in small pools of warm, oxygen-poor water, while others were unable to begin the journey from the ocean.

Spring-run Chinook salmon require cool and clean water to withstand the summer season. Because of this, the dried-up riverbed destroyed their natural breeding habitat. Within a few years of the dam’s construction, the salmon run disappeared from the upper reaches of the river. The natural species that had been thriving for thousands of years disappeared from this part of the river because they could no longer reach their natural streams.

The damage went far beyond the salmon run itself. Salmon help sustain many species in the river ecosystem. Bears, eagles, otters, and trees all benefit from the nutrients provided by salmon that migrate from the ocean to the forest. Their disappearance affected the local food web and changed the surrounding ecosystem.

The silent cost of converting dry land to farms
From an agricultural point of view, the construction of Friant Dam was considered a success. Water diversion turned the area into productive farmland for fruit trees, vegetables, nuts, and grain crops. The project created thousands of jobs and helped agricultural towns grow.

But there was an environmental cost to all of this prosperity. While the fields have been thriving, the river's natural habitat has been overlooked. Chemical runoff and fertilizers have accumulated in small wet areas of the lower river, harming other freshwater organisms and illustrating the unintended effects of river diversions.

The upper San Joaquin River remained largely dry for nearly 50 years. By the mid-20th century, people living along the river knew it mainly as a dry, weed-filled channel rather than the waterway it had once been. The salmon run appeared to be gone for good.

Restoring the lost river and its iconic fish
In the late 1980s, environmental groups and residents campaigned to preserve the river and its ecosystems. They cited California Fish and Game Code Section 5937, a decades-old state law requiring dam operators to release sufficient water below dams to keep fish in good condition. That led to a lengthy legal dispute between environmentalists, local farmers, and government agencies, which lasted nearly two decades.

The conflict was finally settled in 2006 when all parties involved agreed on a landmark settlement called the San Joaquin River Restoration Settlement. Its goal was to restore river flows while preserving water supplies for farmers. Work began on specially designed channels and fish ladders.

However, in recent years, researchers have begun releasing young spring-run Chinook salmon back into the river, and some have returned to spawn on their own after spending time in the ocean.

The Friant Dam story shows the tension between human water use and river restoration. Although engineering projects can supply food and power, neglecting ecosystems can have consequences that take decades to repair. Restoring water flow in the San Joaquin River offers a path toward sharing water between people and wildlife.
