Picture Los Angeles in the early 1920s. According to a 1998 historical report prepared for the National Park Service Historic American Engineering Record, the city's own water sources could not keep up with a fast-growing population, and planners realized the only supply large enough to fix the problem was the Colorado River, sitting far below the elevation of the coastal cities that needed it. Getting that water home meant pushing it uphill, over mountains, and across nearly 400 kilometers of open desert.

A desert running out of water
Southern California looks lush today, but it sits on a genuine desert. Rainfall has always been unpredictable there, and the region's local rivers and wells were never built for a booming population. According to the Metropolitan Water District of Southern California, Los Angeles had already grown to about a million residents by 1920, and city leaders knew a bigger water source was the only long-term fix. In 1931, voters made their decision. The Water Education Foundation notes that Southern Californians approved a $220 million bond to fund a new aqueduct that would carry Colorado River water to the coast, a huge sum of money for that era.

The plan: pump water uphill through solid rock
The Colorado River sits well below the cities it needed to serve, so gravity alone could not move the water. Engineers designed a system of pumping plants to physically lift it up and over mountain ranges before letting gravity carry it the rest of the way downhill. According to the original 1998 National Park Service engineering report, the finished aqueduct runs 242 miles, or close to 389 kilometers, and lifts water a total of 1,617 feet, or roughly 493 meters, along its route. The same report notes that builders dug about 92 miles of tunnels straight through mountains, laid 62 miles of concrete canals across open desert, and buried 29 miles of underground siphons to carry water beneath valleys, all supported by five pumping stations and four dams.


One tunnel gave engineers more trouble than any other part of the project. The National Park Service report states that engineers at the time described the tunnel through Mount San Jacinto as one of the toughest tunnelling jobs anywhere on the planet, and its progress drew national attention. For its era, this was one of the most ambitious water projects ever attempted in the United States.

Built by tens of thousands during the Great Depression
Construction began in 1933, right as the country was sinking deeper into the Great Depression, and that timing mattered enormously. According to the National Park Service report, the project employed more than 35,000 people over its eight years of construction, with as many as 10,000 workers on site during peak periods. For many families, this remote desert job was the only steady paycheck available anywhere in the region.

Workers lived in camps scattered across the desert. Some had hospitals and libraries, while others offered little more than dormitories and a mess hall. It was hard, hot work, but it also gave a struggling country something to feel proud of at a genuinely difficult moment in its history.

Why this 90-year-old project still matters today
The aqueduct became the backbone of modern Southern California, not just a Depression-era jobs program. According to the , the population of the counties served by the aqueduct grew roughly five times over, from about 3.5 million in 1939 to 17.5 million by 1993, growth the region's original local water supplies never could have supported. The Metropolitan Water District of Southern California notes that the same agency that built the aqueduct still operates it today, delivering water to nearly 19 million people across Los Angeles, Orange, Riverside, San Bernardino, San Diego, and Ventura counties. Without it, the explosive growth of cities like Los Angeles and San Diego after World War Two would likely have looked very different.

For young Americans living in the Southwest today, this history is more than trivia. The Colorado River is under real strain from decades of heavy use and a warmer, drier climate, and the cities built on projects like this one are now working out how to keep serving millions of people on a river that has less water to give than it once did.

A reminder that easy water was never actually easy
It is tempting to turn on a tap and assume the water was always going to be there. But the Colorado River Aqueduct is proof that Southern California's water supply had to be engineered into existence, one uphill pump at a time, across hundreds of kilometers of unforgiving desert. Next time you are in Los Angeles or San Diego and turn on a faucet, there is a decent chance that water once travelled through solid mountain rock and against gravity just to get there.
