Ukrainian President Volodymyr Zelenskyy has warned that Kyiv is concerned about intelligence suggesting Russia pitched a massive economic cooperation proposal to the United States worth an estimated $12 trillion. According to his remarks, Ukrainian intelligence believes the proposal, widely described as the “Dmitriev package”, was presented by Kirill Dmitriev, head of Russia’s sovereign wealth fund, as part of broader diplomatic activity surrounding potential negotiations to end the war in Ukraine.

Zelenskyy’s central message was clear: Ukraine must not be excluded from any negotiations or agreements that affect its future. He stressed that Kyiv would oppose “any agreements made about Ukraine without Ukraine,” emphasizing the need for transparency and direct participation in any discussions involving security guarantees or territorial issues.

The scale of the alleged proposal has drawn particular attention. The reported $12 trillion value would be more than four times Russia’s annual GDP, underscoring how transformative such cooperation could be if it were ever pursued.


While details remain limited and the proposal has not been publicly confirmed by Washington, the reported package is believed to involve large-scale economic cooperation across sectors.

Ukraine fears that any bilateral economic arrangement between the United States and Russia could lead to sanctions relief or normalization of economic ties, potentially reshaping the geopolitical balance while the war is still ongoing.

Zelenskyy reiterated that security guarantees must come first before broader economic agreements are considered. He said any deal affecting Ukraine must comply with the country’s constitution and laws and ensure long-term protection against future aggression.
