According to NASA's Jet Propulsion Laboratory, the Aral Sea in Central Asia has lost roughly 90 percent of its water volume over the last 50 years, shrinking from the fourth-largest inland sea on Earth into a desert dotted with those rusting shipwrecks. That disaster was not an accident. It is a relic of one of the strangest and most daring engineering dreams of the 20th century: a Soviet plan to literally reverse the Siberian rivers and send them south.
A plan so big that it needed 120 institutes to study it
Siberia is home to some of the world’s largest rivers, including the Ob and the Irtysh. They flow north into the freezing Arctic Ocean. Meanwhile, thousands of miles south, farmers in Uzbekistan and Kazakhstan were starving for water to grow cotton and wheat. So Soviet engineers asked a radical question: what if they reversed the rivers?
This wasn’t a random idea. Planning started in the 1930s, and by the 1960s, it had turned into a huge research project. According to historian Douglas Weiner's book A Little Corner of Freedom, about 120 institutes and agencies took part in studying the project's impact, and a dozen conferences were held to discuss it.
By 1961, the idea had reached the Soviet Central Committee, and by the late 1960s, the plans had widened to include the Pechora, Tobol, Ishim, Irtysh, and Ob rivers. On paper, the logic seemed simple. Central Asia had sunshine and farmland but not enough water. In the eyes of Soviet planners, Siberia had water that was going to waste in the Arctic. So why not connect the two? Weiner's book notes that project promoters claimed the extra irrigation water could eventually help grow enough food for about 200 million people.
The book says the scheme was not just about irrigation: it also promised to replenish the shrinking Aral and Caspian seas. Weiner notes that planners saw it as a way to move northern water into Central Asia on a scale that could reshape Soviet agriculture, even as critics warned that tampering with those river systems would create environmental costs they could not control.

Nuclear bombs were actually part of the plan
This is the part that sounds like science fiction but is true. In March 1971, Soviet engineers detonated three 15-kiloton nuclear charges, about 500 feet apart, to blast out part of a planned 70-mile canal linking the Pechora River to the Arctic with the Kama and Volga rivers flowing towards the Caspian Sea. According to Time's original 1975 report, Soviet officials described this test at a meeting of the International Atomic Energy Agency in Vienna, insisting it produced no dangerous fallout at home or abroad.
That same Time report also noted that engineers had calculated it would have taken about 250 more nuclear detonations to finish leveling the canal route if the project had gone forward, which it never did.
American scientists were split down the middle
It was not just a Soviet curiosity. American experts also spoke out publicly. According to that same 1975 Time report, physicist Glenn Werth of Lawrence Livermore Laboratory in California called the approach “both safe and economical.” Others were scathingly critical, warning that redirecting water from rivers to the Arctic could upset the climate in the region, with some fearing cooling and others fearing the opposite: that extra salt in the ocean could reduce its freezing point and accelerate warming.

By the early 1980s, the plan had become enormous. According to Time's 1982 report, "Making Rivers Run Backward," Soviet planners were considering reversing at least a dozen northerly rivers, a diversion that would take 50 years, affect an area larger than Western Europe, and displace tens of thousands of people.
Soviet scientists later worried the diversions could shorten Siberia's growing season and disrupt weather patterns. The Soviet leadership formally shelved the project in 1986, a retreat documented in Weiner’s A Little Corner of Freedom.
But old dreams have a way of coming back. Radio Free Europe/Radio Liberty has documented how, since then, Central Asian leaders have periodically revived interest in some version of the scheme, particularly as water shortages in the region have only grown worse.
Why this story matters to us today
For American millennials, watching the Colorado River shrink and Lake Mead hit record lows should feel familiar. The same NASA JPL study shows the Aral Sea’s watershed lost an average of 12 to 14 cubic kilometers of water per year for a decade, or about one whole Lake Mead disappearing every year.
The Soviet plan to divert the rivers was never fully carried out. But its lesser cousin, the diversion of Central Asia’s own rivers for cotton farming, already killed an entire sea. It's a reminder that moving water on a massive scale always comes with a price tag that nature eventually collects.
