While the Navy did not disclose specific misconduct or operational failures, officials said senior leaders are expected to uphold “the highest standards of responsibility, reliability, and leadership personally and professionally” and are held accountable when they fail to meet those standards. Capt. Steven Sherman has assumed duties as the incoming commodore of 1 NCR, the Navy said.

Although no longer a commodore, the Navy reservist has been reassigned to a staff role at Naval Construction Group 1 (NCG-1).

The First Naval Construction Regiment, based out of Port Hueneme, oversees the Seabees of Naval Mobile Construction Battalions 18, 22, and 25. According to Whimpey’s own remarks recorded by defense visual information distribution service (dvidshub) when he assumed command, he previously served with the regiment during a deployment to Iraq in 2005.

Capt. Douglas Whimpey, a Navy reservist and Civil Engineering Corps officer, led the First Naval Construction Regiment (1 NCR) until he was relieved of command on Jan. 23, 2026, becoming the first commodore removed from the post this year. According to Military.com, Whimpey was promoted to the rank of captain on Sept. 1, 2018. He was commissioned as a Reserve Civil Engineering Corps Officer on Aug. 15, 1997.
His military record includes multiple awards and decorations, including the Seabee Combat Warfare Specialist Officer, Fleet Marine Force Warfare Specialist Officer, and Expeditionary Warfare Specialist Officer insignia. His decorations include two Meritorious Service Medals, four Navy and Marine Corps Commendation Medals, Joint Service awards, and multiple unit commendations, among others, according to his biography cited by Military.com.
