US Navy relieves 1 NCR commodore over ‘loss of confidence,’ says leaders must uphold standards ‘personally and professionally’

The US Navy has relieved Capt. Douglas Whimpey, the commodore of First Naval Construction Regiment (1 NCR), citing a ‘loss of confidence’ in his ability to command, according to a Navy press release issued Friday, January 23. Whimpey, a Navy reservist, had led the regiment since February 2023. He was removed from the post by Capt. Angel Santiago, commander of Naval Construction Group (NCG) 1, which is headquartered in Port Hueneme, California, the Navy said.

While the Navy did not disclose specific misconduct or operational failures, officials said senior leaders are expected to uphold “the highest standards of responsibility, reliability, and leadership personally and professionally” and are held accountable when they fail to meet those standards. Capt. Steven Sherman has assumed duties as the incoming commodore of 1 NCR, the Navy said.

Why was Capt. Douglas Whimpey relieved?

The Navy said Whimpey was fired due to a ‘loss of confidence,’ a catchterm commonly used to explain why a commander has been relieved. The phrase can and has been used to refer to anything from general poor performance to personal misconduct, indicating issues with judgment or leadership without going into specifics.

The Navy added that the decision has not affected ongoing operations. Naval Construction Regiments provide command and control for Naval Construction Force units, including the Seabees, either within designated geographic areas or in support of military operations. Although no longer a commodore, the Navy reservist has been reassigned to a staff role at Naval Construction Group 1 (NCG-1).

The First Naval Construction Regiment, based out of Port Hueneme, oversees the Seabees of Naval Mobile Construction Battalions 18, 22, and 25. According to Whimpey’s own remarks recorded by defense visual information distribution service (dvidshub) when he assumed command, he previously served with the regiment during a deployment to Iraq in 2005.
