In the episode, the team is thrown into chaos after the Department of Defense orders NCIS to shut down. Amid the uncertainty, Vance, portrayed by Rocky Carroll, refuses to back down and stands with his team as they scramble to prove a petty officer’s innocence in a murder case. Their mission ultimately succeeds, and NCIS is reinstated. But the triumph is overshadowed by tragedy, as Vance is fatally shot by a rogue agent. His shocking end marks a deeply emotional moment for longtime viewers. Carroll’s exit, after nearly two decades on the series, wasn’t driven by off-screen issues but was instead a bold storytelling decision meant to leave a powerful and lasting impact.

According to Carroll, as reported by Marca, the plan to conclude Director Vance’s storyline had been discussed for years, though producers were initially reluctant given how central the character had become to NCIS. Ultimately, executive producer Steven D. Binder decided to move forward with the twist, choosing Vance precisely because of his significance to the story, making the moment even more powerful and impactful.

"It was a very macabre compliment, but he said, 'Because of who you are, Rocky, and because of what you brought to the character, we've been talking about killing off Vance for the last 10 years," Carroll said in an interview with Variety.


"This idea didn't just come about in 2025. We've been thinking about killing this character or having this character meet some sort of untimely death for over a decade. But we couldn't because it was you.' And I think they figured, 'Look, 23 seasons in, who knows how much more time we have. If we don't do it now, there may not be a season that allows us to do something of this magnitude, because we're in overtime here'."

Even though Director Vance’s storyline has come to a close, Carroll isn’t stepping away from NCIS entirely, reported Marca. He continues to play an active role behind the scenes and has already returned to direct upcoming episodes, ensuring his connection to the long-running series remains strong.

According to Marca, Carroll admitted he was taken aback when he first learned about the decision, but understood that NCIS’s milestone 500th episode called for a moment of greater emotional weight. The choice ultimately became a powerful and final farewell for Director Vance.

While the twist shocked viewers, Carroll had known about it months ahead of time, giving him space to come to terms with the outcome. Rather than viewing it negatively, he embraced the exit as a meaningful and uncommon milestone in his long and successful career in television.

"I've been able to kind of come full circle with it. And I really think it's a great episode. I'm not just saying this to be a team player, but if you've gotta send a character off, what a way to go," he told Variety.

"I've been a character on this series for 18 years. Most Hollywood careers don't last 18 years. So to be able to play one character on one of the most popular shows in the world for 18 seasons, that's the equivalent of living to be 105."
